My Department has been engaging with a non-executive committee, formed of the chairs of both of LSER’s owning groups. The committee is reviewing the issues and will produce a report for the Department to review. We have had sight of the terms, members and scope of the non-executive committee to satisfy ourselves of the appropriateness of the investigation. On receipt of the final report, my officials will undertake rigorous examination and review of the evidence provided and will report to me whether further action or further investigation is required.

As the minutes of any meetings with Stagecoach Group and Go Ahead Group contain matters of a commercially sensitive nature, it would not be appropriate to place copies in the Library.

Ministers and officials meet regularly with both Groups and with their component operating companies in the normal course of Departmental business. This includes meetings on rail franchising and ticketing, and roundtable discussions with a variety of stakeholders on rail and bus policy that include representatives from both Groups.

That this House condemns the severely detrimental changes to local bus services in Central and West Gateshead announced by bus company Go Ahead and its subsidiary Go North East; considers the proposed cuts in services damaging to the social and economic well being of the residents affected and contrary to any pretence by the company to be a business concerned with public services; calls upon the Tyne and Wear Passenger Transport Authority and Gateshead Council to enter into urgent and meaningful discussions with Go North East to ensure the withdrawal of the current proposals and an assurance that public service is not being entirely subjugated to the pursuit of profit; and urges Her Majesty's Government to introduce early measures to ensure that the providers of local bus services are subject to public service agreements and local regulation in the interests of local people.

That this House notes that the Stock Exchange Surveillance Department has received information in the form of details regarding the working relationship between a group of British Rail managers and senior representatives of the Go Ahead Group; believes that this relationship enabled price-sensitive confidential and privileged information to be made available to the Go Ahead Group in contravention of rules which should have been followed in the franchising of Regional Railways North East Activities; questions why OPRAF have not been reprimanded by Ministers when they are clearly implicated in failing to enforce the code of practice for in-house bidders; understands that the Stock Exchange is seeking to establish why shares in Go Ahead rose from 361 pence on 15th November to 511 pence on 8th January a 41 per cent increase in particular with Go Ahead directors and other personnel holding information they should not have had, were able to leak price-sensitive information for use in share speculation; believes that this privileged access to information in the accounts of Regional Railways North East was used to convince those prepared to speculate that Go Ahead were more likely than other bidders to take over the network; questions why British Rail personnel leaked such information; and calls upon Ministers to make a full statement to Parliament on this major public scandal.

That this House condemns the continued pressure being applied to bus drivers in Gateshead by the Go Ahead Group to accept a reduction in wages; believes that the constant boasting of success by the company directors, whose own salaries have followed the traditions of privatised public industries, should be matched by proper reward for the main contributors to that success, the workers; and calls upon the directors to continue their emulation of Scrooge to its conclusion by adopting the true spirit of Christmas and withdrawing the pressure from the drivers.

That this House notes that the Go-Ahead group, a former public company running transport services in the North and bought out, principally by three senior managers for ??2.9 million in 1987, has reached a value of over ??40 million on flotation; considers the resultant huge increase in the personal wealth of just three men, compared with the deterioration in the wages and conditions of the workforce responsible for the success of the company, to be shameful but not untypical of the results of privatisation policy; further considers the comments of directors regarding the opportunities for employees to purchase shares 'on no more favourable terms than any other investor' to be a sop rather than an ESOP; and regards the minimal improvements in some services at the expense of others, when compared with increases in congestion, pollution and fares, to be small compensation to the travelling public and a prime example of the principal objectives of privatisation, which are to enrich the few at the expense of the many.
