To ask the Minister for the Cabinet Office, whether (1) Ministerial and (2) Civil Service oversight of the (a) Government Property Agency, (b) Government People Group and (c) Artificial Intelligence Taskforce will be undertaken by (i) the Office of the Prime Minister and Cabinet, (ii) Cabinet Office or (ii) OneGov.

The Prime Minister has established the new Office of the Prime Minister and Cabinet (OPMC), which includes No10, No10 North and Cabinet Office teams directly serving the Prime Minister and Cabinet. Oversight of the OPMC is by the Prime Minister and Cabinet Office Ministers.
The AI Taskforce is led by AI Minister Kanishka Narayan and is based in the OPMC. The Government People Group’s (GPG) responsibilities will be divided between the OPMC and the OneGov Delivery Agency. The Future Civil Service Group, within the OPMC, brings together reform and people policy functions formerly within GPG, whilst operational service functions formerly within GPG will be delivered by the OneGov Delivery Agency, including the Government Recruitment Service and the pensions response team. The Government Property Agency continues to be one of the executive agencies of the Cabinet Office, overseen by Cabinet Office Ministers.

All Civil Servants are expected to carry out their role with dedication and a commitment to the Civil Service Code and its core values: integrity, honesty, objectivity and impartiality.
Applicants for Cabinet Office roles are required to sign a declaration stating that the information they provide during the recruitment process is true and relates to their own experiences. If it is discovered that an applicant or Cabinet Office employee has given false information or withheld relevant details during the recruitment or vetting process, their application may be rejected and/or considered in line with departmental discipline policy. This may result in dismissal and implications for the employee’s security clearance. Internal policies and processes in response to dishonesty will only apply to Cabinet Office staff, with Ministers and other departments out of scope.
The Cabinet Office adheres to the relevant national security vetting policies. A range of considerations related to vetting and honesty may be relevant to a vetting decision. Any indication from employee or contractor records of unreliability in a security context (e.g., disciplinary action related to abuse of trust, carelessness, dishonesty, lack of discretion, or disregard for security controls) may result in an adverse security decision regarding an individual's vetting.

The remit and function of Government People Group (GPG) is set out on gov.uk.
The annual staffing cost of all Civil Servants employed by GPG is estimated to be £49.5m for 2023/24, the last full financial year for which data is available. This excludes the payroll costs for all Fast Streamers currently employed on centrally managed Fast Stream programmes.

As at 9th December 2024, 836 (789 full time equivalent) civil servants work in Government People Group. Government People Group also currently directly employs 2097 Fast Streamers, through 14 centrally managed, profession based Fast Stream leadership development schemes. All Fast Streamers are deployed across government in roles covering a range of government professions.
2023/24 financial year operating costs relating to activities and services delivered by the Group were £254m. This includes the cost of Fast Streamers employed and deployed across government on non Government People Group activities.
