To ask the Secretary of State for Environment, Food and Rural Affairs, whether he has made an assessment of the potential merits of expanding the Groceries Code Adjudicator's remit to allow oversight across the whole supply chain.
Transferring responsibility for the Groceries Code Adjudicator (GCA) to the Department for Environment, Food and Rural Affairs will enable greater alignment across the policy framework for fair treatment of businesses in the agricultural and groceries supply chain, while maintaining the GCA’s statutory purpose and independence.
The Government will continue to monitor the effectiveness of the overall regulatory regime and where there is a clear case for change, we will consider further reform.

The Government's Statutory Review of the Groceries Code Adjudicator (GCA) 2022-2025 was published on 14 April 2026. The role of GCA is to regulate the relationship between the largest grocery retailers and their direct suppliers by enforcing compliance with the Groceries Supply Code of Practice.
On 7 April 2026 the Government announced that responsibility for the GCA would move from the Department for Business and Trade to the Department for Food and Rural Affairs from 01 July 2026. This will reinforce fairness across the UK's grocery supply chain, streamline oversight of the supply chain and strengthen links to the Agricultural Supply Chain Adjudicator (ASCA).

In enforcing compliance with the Groceries Supply Code of Practice (“the Code”), the GCA aims to ensure that large supermarkets do not impose excessive risks and unexpected costs on their direct suppliers which would adversely affect competition and, ultimately, consumers. It is not the role of the Groceries Code Adjudicator (GCA) to intervene directly on consumer matters. The GCA publishes an Annual Report and Accounts which sets out its priorities and performance.
