Ministers and Department officials have met with Guide Dogs and other relevant charities earlier this year to discuss pavement parking. The Department has been considering all the views expressed in response to the 2020 pavement parking consultation and is currently working through the policy options and the appropriate means of delivering them. We will announce the next steps and publish our formal response soon.

Under the Equality Act 2010 it is the legal responsibility of businesses, whether as employers or providers of services, to ensure that guide dog owners can access their premises and services where reasonable to do so. This “reasonable adjustments” duty is anticipatory in the provision of services, meaning that businesses should expect that a proportion of their customers will be, for example, visually impaired and put in place measures to accommodate this, before being asked to do so.
If Guide Dogs UK wishes for a meeting, my officials would be happy to accommodate this. However with respect to how the law operates, it is important to be clear that the onus is on businesses to know their responsibilities and a range of guidance and codes of practice is available on this. Where things go wrong, enforcement will fall to the person who considers that they have experienced unlawful discrimination, or a person acting on their behalf.
Before considering any legal action, a disabled person who may have been personally discriminated against because of a disability may contact The Equality Advisory and Support Service (EASS), the government helpline established to provide free bespoke advice and in-depth support to individuals with discrimination concerns. The EASS can be contacted via their website - http://www.equalityadvisoryservice.com/, by telephone on 0808 8000082 or text phone on 0808 8000084. The EASS has the ability to intervene on an individual’s behalf with a service provider to help resolve an issue. The EASS can also advise people who wish to take their complaint further on their options.

That this House recognises the valuable work carried out by The Guide Dogs for the Blind Association; acknowledges that there are 200,000 visually impaired people in the United Kingdom, that each guide dog costs ??35,000 to train and keep throughout its life and that currently the Guide Dogs Association receives no government funding for this service; supports the Shades for a Day campaign on Tuesday 16th July which aims at promoting eye health care and raising important funds for their work by encouraging everyone to wear sunglasses at work or at school to look cool, learn about eyecare and to donate ??1 to Guide Dogs; and recognises the importance of regular eye checks and wearing sunglasses which have been CE marked and protect the eyes from potentially harmful UV rays.

That this House supports the aims of the Guide Dogs for the Blind Association 'Access for All' campaign, asking all local authorities responsible for the licensing of private hire vehicles to include within their licensing rules a requirement that guide dogs must be allowed in vehicles with their owners; regrets that a minority of local authorities refuse to respond to the campaign or oppose its aims; recognises that guide dog owners are more reliant than most people on taxis and minicabs to get around and lead their lives; and, in common with the Royal National Institute for the Blind and the Guide Dogs for the Blind Association, calls on the Government to introduce the necessary amendments to the Disability Discrimination Act to place a requirement on private hire vehicles similar to that placed on licensed taxis that guide dogs must be carried with their owners.
