As I have said to the Noble Lord in previous answers, we are aware of the cases referenced in these questions. The UK maintains a constructive and longstanding relationship with Bahrain, enabling frank discussion on a range of issues including human rights. We recognise the important role of the Special Investigation Unit within Bahrain's oversight framework and note that an officer has been sentenced in relation to the death of Sayed Mohammed al-Mousawi.
The Gulf Strategy Fund (GSF) programme for the financial year 2025/26 supported a wide range of UK strategic objectives in Bahrain. This included support to security institutions in progressing community justice reforms and exploring avenues of cooperation to counter money laundering and terrorist-financing. All GSF programming is subject to rigorous assessments to ensure it meets with human rights obligations and our values.

For Financial Year 2024/25, £900,000 was allocated to Bahrain. The actual spend was £896,594.

The Bahrain Gulf Strategy Fund Programme supported the following Bahraini bodies in Financial Year 2024/25: the Ministry of Social Development; Ministry of Interior; Ministry of Justice, Islamic Affairs and Endowments; Ministry of Foreign Affairs; Ministry of Municipalities Affairs and Agriculture; the Public Prosecution; Bahrain Space Agency; the National Institute for Human Rights; the Ministry of Interior's Ombudsman Office; the Prisoners and Detainees Rights Commission; and Civil Society Organisations.

As mentioned in my answer to HL1953, the FCDO is committed to transparency. We are currently reviewing how to improve the quality of transparency data published about the Gulf Strategy Fund, to build on the Thematic Summaries already published annually to Gov.uk. Publication of the summary for 2023/24 will follow this review. The review is underway and is expected to conclude in January 2025, it is in the form of advice which is internal to the FCDO and will not be published.

The FY2023/24 annual summary will be published following the conclusion of the review. Future annual summaries will be prepared and published in line with the findings and recommendations of the review.

The UK plays no role in recommendations made by the Global Alliance of National Human Rights Institutions. The Gulf Strategy Fund (GSF) does not provide direct funding to the Bahrain National Institute for Human Rights (NIHR). All GSF projects are delivered through implementing partners who provide training or technical assistance to local beneficiaries.

The Gulf Strategy Fund (GSF) helps deliver HMG objectives across the Gulf Cooperation Council States. All cooperation through the FCDO International Programme, including the GSF, is subject to rigorous risk assessments to ensure all work meets our human rights obligations and our values. The FCDO publishes a summary of projects delivered via the Gulf Strategy Fund (GSF) on an annual basis. The full list of projects to be delivered in the 2023-2024 financial year is yet to be finalised, but details will be published as usual on GOV.UK towards the end of the financial year.

The FCDO follows matters that relate to human rights in Bahrain closely, is aware of reporting about the court proceedings referenced and continues to encourage allegations of torture or mistreatment to be reported to the appropriate national oversight body. We have previously been assured in other cases (where individuals linked to one charge are tried together) that an individual's right to separate legal representation of their choice is guaranteed by law. We remain committed to supporting reforms in Bahrain, including through the Gulf Strategy Fund, itself subject to robust oversight measures and rigorous risk assessments to ensure projects are effective, consistent with our values and in line with our human rights obligations.
