To ask the Secretary of State for Justice, how Serco performed against key performance indicators at the most recent performance review on the HMP Ashfield (South Gloucestershire) contract.
HM Prison & Probation Service’s Annual Prison Performance Ratings are based on a range of indicators. The latest ratings cover the period 1 April 2023 to 31 March 2024. As a newly opened prison (June 2023), HMP Fosse Way did not form part of the latest ratings but will be included in future publications. HMP Ashfield was rated at level 3 (‘Good performance’).

The blank areas on the table indicate that a prison was not open in that year (Thameside and Northumberland) or that the prison was operated by the public sector at that time (Birmingham). Where data for a particular year is not available, this is indicated in the table. As the provision of this management information is not a contractual requirement, some of the historical data was not captured.
This table displays the population at each privately managed prison for 31st March each year, prison population figures are published regularly.

Operators of privately managed prisons are required to deliver sufficient recruitment and training of staff to ensure they maintain a safe, decent and secure prison as per their contractual obligation. The performance of all providers continues to be robustly managed. We will not hesitate to take action if and when standards fall short.
I have been in touch with the Youth Justice Board about the decision to change Ashfield young offenders institution into an adult prison. I am told that young offenders from the Bristol area will now be sent as far away as Feltham. I am concerned about their contact with their families, chances of rehabilitation and so on. What reassurance can the Minister give me that those facts will be taken into account?

The hon. Lady puts her finger on one of the great difficulties we have with the youth justice estate. As numbers drop, it is inevitable that we will need to re-roll capacity, and that could mean young offenders and their families being further away from home. However, we will do everything we can for each reallocated young person to ensure that they are as close to home as we can make it. She will recognise that not everybody at that young offenders institution comes from the Bristol area, so it may be that some will be nearer to home.

To ask the Secretary of State for Justice what assessment he has made of the effect that the closure of Ashfield Young Offenders Institution and its replacement with an adult prison will have on young offenders serving sentences in the south of England and the distance they will be located...
The Youth Justice Board is working with youth offending teams to minimise the movements of young people across the secure estate. Young people serving sentences in the south of England currently placed at Ashfield YOI, whose sentences extend beyond the date when Ashfield is transferred to an adult prison will be included in a planned relocation, taking into account each young person's individual needs. It is expected that the number of young people who this will affect will be less than 30.
The YJB will ensure that only young people whose are due for release before the transfer will be placed there.
In the longer term it is expected that some young people are likely to be placed further from home. Youth offending teams have become more accustomed to managing young people placed out of area. Additionally, the assisted prison visits scheme helps meet travel and subsistence costs for young people's families who qualify, and the use of video conferencing helps to reduce the journeys to and from court.
