To ask the Secretary of State for Justice, what information his Department holds on the reason for the closure of HMP Ashwell.
To ask the Secretary of State for Justice, what information his Department holds on the reason for the closure of HMP Ashwell.
The information requested could only be obtained at disproportionate cost. To determine the specific rationale and internal decision date for each prison closure, the Department would need to identify and review historical records relating to closure decisions across 22 prisons over a number of years, and the cost of doing so would exceed the disproportionate cost threshold.
To ask the Secretary of State for Justice, what information his Department holds on the investment it provided to improve the physical condition of the prison estate at HMP Ashwell between 1997-2010.
To ask the Secretary of State for Justice, what information his Department holds on the investment it provided to improve the physical condition of the prison estate at HMP Ashwell between 1997-2010.
The Ministry of Justice does not hold total figures for investment in improving the physical condition of prisons between 1997 and 2010.
During that period, expenditure on the prison estate took a number of forms, including centrally managed maintenance and development programmes, locally-funded maintenance activity, and capital investment. These categories of expenditure were recorded using multiple systems, and the methods of recording changed over time.
As a result, the Department is unable to provide a consistent and reliable figure for investment in the physical condition of individual prison establishments during the specified period.

Sadiq Khan:
The former HMP Ashwell was valued at £1.34 million by the Valuation Office Agency. However if planning permission is obtained for residential development or, (under specified circumstances) retail development, additional payments will be due to the Ministry of Justice within a period of 20 years. The site was not placed on the open market as a sale to Rutland county council was assessed as representing best consideration for the tax payer under current market conditions. The sale of the site was completed on 14 December 2012.

Sadiq Khan:
The former Ashwell prison has not been placed on the open market. Rutland county council expressed an interest in purchasing the site at market value shortly after the prison closed. The proposed future use of site, including providing additional employment and the Ministry of Justice's commitment to the localism agenda meant that a mutually agreeable beneficial agreement could be reached. Heads of Terms for the sale of the land are being prepared and the sale is expected to be completed in the next few months.
The Ministry of Justice has not placed any conditions on the use of the land as part of its disposal. However, the development of the site will be subject to the usual planning regulations.
The receipts from the sale of the site will be retained by the Ministry of Justice and contribute towards its Asset Realisation programme target of raising £300 million in capital receipts over the 2010 spending review period.
