To ask the Secretary of State for Justice, what funding his Department allocated to improving the physical condition of the prison estate at HMP Reading between 1997 and 2010.
To ask the Secretary of State for Justice, what funding his Department allocated to improving the physical condition of the prison estate at HMP Reading between 1997 and 2010.
The Ministry of Justice does not hold total figures for investment in improving the physical condition of prisons between 1997 and 2010.
During that period, expenditure on the prison estate took a number of forms, including centrally managed maintenance and development programmes, locally-funded maintenance activity, and capital investment. These categories of expenditure were recorded using multiple systems, and the methods of recording changed over time.
As a result, the Department is unable to provide a consistent and reliable figure for investment in the physical condition of individual prison establishments during the specified period.
To ask the Secretary of State for Justice, what was the specific reason cited for the closure of HMP Reading and on what date was that decision taken.
To ask the Secretary of State for Justice, what was the specific reason cited for the closure of HMP Reading and on what date was that decision taken.
The information requested could only be obtained at disproportionate cost. To determine the specific rationale and internal decision date for each prison closure, the Department would need to identify and review historical records relating to closure decisions across 22 prisons over a number of years, and the cost of doing so would exceed the disproportionate cost threshold.
To ask the Secretary of State for Justice, what recent progress his Department has made on the sale of Reading Gaol; what recent estimate he has made of when the sale will be completed; and who the purchaser will be.

The sale of the former Reading Gaol to the Ziran Education Foundation was completed on 10 January.
This sale will provide funds which will be reinvested in the wider prison estate and in turn will help the Ministry of Justice protect the public and reduce re-offending.
I have written to both the honourable member and his colleague, the Rt Hon Member for Reading West, to give further details of the sale.

I fully understand why the local community wants that heritage building to be brought into use, and it has an arts connection through some of its former inmates. Given that the next MOJ questions is in the new year, I shall certainly raise it with the Lord Chancellor and his...

The sale of Reading prison is progressing and, barring any unexpected complications, completion is expected later this autumn.
I thank the Minister for his answer, and for meeting me and the right hon. Member for Reading West (Sir Alok Sharma) recently to discuss this matter. Reading Gaol is a hugely important historic building, and nearly 13,000 people across Berkshire have now signed a petition asking the Government to work with me and the local arts community to turn the gaol into an arts hub. It has taken the Government a long time to discuss the proposed sale with their preferred bidder and no progress—or slow progress—appears to be being made. Will the Minister now reconsider the Government’s approach and work with me, Reading Borough Council and the local arts community to save this wonderful building?

The sale is progressing. Of course, any proposed development would be subject to approval from Reading Borough Council’s planning department, and the usual due diligence requirements and so on will apply.
We quite often throw around the term “doughty campaigner” in this Chamber, but I can certainly say that the hon. Gentleman and my right hon. Friend the Member for Reading West (Sir Alok Sharma), his neighbour, have been incredibly assiduous in their attention to this matter on behalf of their constituents. In turn, I commit to him that we will absolutely stay in touch.

The Ministry of Justice has been trying to sell Reading jail to a commercial developer for some time, but our community hopes that it can instead be turned into an arts hub. Can the Minister update me on that sale, and will he meet with me and constituents on this important matter?

I am grateful to the hon. Gentleman for his question. He and I have met, along with the other MP for Reading, my right hon. Friend the Member for Reading West (Sir Alok Sharma). As he is aware, a sale is progressing, and of course there is commercial sensitivity attached to that, but I can assure the hon. Gentleman that assurances for purchase will be required by solicitors and all required due diligence will be undertaken. I will be happy to talk with him further.

Marketing of the former prison at Reading has completed and a preferred bidder selected. We have no plans to review our decision not to progress with any of the other bids for the site. A range of factors were considered in assessing which bid represented the best value for the department and the taxpayer.
