To ask the Secretary of State for Justice, with reference to the Answer of 1 July 2026 to Question 12579 on Ministry of Justice: HMP Winchester, which prisoner groups are underrepresented in access to personal development opportunities.
The HMPPS Action Plan was published on 19 June 2026 in response to HM Inspectorate of Prisons findings from its unannounced inspection of HMP Winchester between 9 and 19 February 2026.
Action Point 11 focuses on prisoner groups currently underrepresented in access to personal development opportunities. This includes prisoners with neurodiverse conditions or physical disabilities, young adults, and those who may need additional support to participate because of language barriers, basic skills needs or low levels of literacy.

HM Prison & Probation Service will provide HM Inspectorate of Prisons with its initial response to the Urgent Notification about HMP Winchester, and its immediate action plan, by no later than 21 November. This will be followed by a full response to the inspection report, and a detailed action plan specifying all remedial works and the timeframes for their completion.
To ask His Majesty's Government whether they intend to place HMP Winchester into special measures.
To ask His Majesty's Government whether they intend to place HMP Winchester into special measures.
His Majesty’s Chief Inspector of Prisons invoked an Urgent Notification (UN) at HMP Winchester on 24 October after a concerning inspection. While there is no specific “special measures” process for prisons, once a site is subject to UN it is placed under enhanced supervision from senior officials within His Majesty’s Prison and Probation Service (HMPPS) until such time as we are confident that sufficient progress has been made.
The Lord Chancellor and I are determined to drive improvement at HMP Winchester and, as a first step in response to the UN, we will publish our initial action plan setting out the actions we will be taking by no later than 21 November 2024.

To ask the Secretary of State for Justice, what measures the Government plans to take to address the concerns expressed by the Independent Monitoring Board in its report, HMP Winchester, Annual Report June 2014 to May 2015, published on 2 November 2015.
The HMP Winchester IMB Annual Report acknowledges the professionalism and commitment of the Governor and his staff at HMP Winchester, who manage a challenging and diverse population. We are currently recruiting prison officers to fill vacancies at Winchester, and new officers are due to start work in the new year. Should a serious incident occur at Winchester or any other prison, the situation would be constantly risk assessed as it develops to ensure the best and most appropriate response. National resources are available to provide assistance at any time, if additional resources are needed.
A wide ranging programme of work has been initiated to counteract New Psychoactive Substances (NPS) in prisons. The National Offender Management Service (NOMS) continues to work hard to source more work for prisoners across the entire prison estate. This includes working with local and national businesses as well as other Government Departments.
I wrote to Winchester’s Independent Monitoring Board Chair on 3rd November, providing a full response to the concerns raised.

To ask Her Majesty’s Government what steps they are taking to correct failings at HMP Winchester identified in reports from HM Inspectorate of Prisons.[HL581]
HMP Winchester has improved its performance since the last inspection, but the National Offender Management Service (NOMS) accepts there is more to do. NOMS will use the recommendations from HM Inspectorate of Prisons’ (HMIP) report published on 24 June to drive forward further improvements within the next 12 months. As with all inspection reports, NOMS will now produce an action plan in response to the recommendations made in the report.
I will therefore write to the noble Lord with details of the response to HMIP’s recommendations once the action plan has been sent to the Chief Inspector.
The National Offender Management Service (NOMS) carefully considers the findings of all HM Inspectorate of Prisons (HMIP) reports. Action plans responding to the recommendations made in each report are provided to HMIP within six months of publication. NOMS Deputy Directors of Custody are then responsible for overseeing the progress of implementing accepted recommendations within the prisons in their region, with heads of policy monitoring the progress of nationally agreed actions.
