The Ministry of Defence continues to consider disposal options for HMS ALBION, with the aim of achieving value for money and ensuring that all relevant safety, environmental and security requirements are met. Further announcements will be made shortly.

The annual maintenance cost for HMS ALBION is circa £2 million per annum. This expenditure is to ensure that the ship remains safe whilst alongside HMNB Devonport on a tidal mooring. This ensures the ship remains compliant with environmental and safety legislation until disposal is complete.
HMS Albion and HMS Bulwark were tied up by the last government with no intention to send them to sea again before their out of service dates in the 2030s.

The decision to decommission both HMS Albion and HMS Bulwark was announced in November 2024. In the period from 2022 to 2024, a total of £72.1 million has been spent on refitting HMS Bulwark. Neither HMS Albion nor HMS Bulwark were due to go to sea ahead of their out-of-service dates in 2033 and 2034. Their disposal shows that we are delivering for defence by divesting ourselves of old capabilities to make way for the future. These ships were effectively mothballed by the previous Government.
As part of disposal procedures, we have calculated the write-down costs, in line with Managing Public Money and Ministry of Defence accounting policies. The constructive loss of £428,459,000 reflects the write-down of remaining value of HMS Albion and HMS Bulwark and their associated capital works, spares and consumables following the decision to bring forward their out-of-service dates.

On a recent visit to Brazil, at the Latin American Aerospace and Defence Expo, I witnessed the signing of a Statement of Intent (SOI) between the Federative Republic of Brazil and the UK Ministry of Defence. This concerned cooperation and assistance in relation to the acquisition of HMS ALBION and HMS BULWARK. This is a significant step in strengthening bilateral defence cooperation with Brazil and enables discussions regarding the possible sale of the vessels to the Brazilian Navy.

We continue to invest in the capabilities needed to meet current and future operational requirements. This will see the introduction of the Type 26 and Type 31 Frigates, the Multi-Role Support Ships, and the Fleet Solid Support Ships.

HMS Albion and Bulwark have been alongside since 2023 and 2017 respectively with no plans for them to return to sea before their out of service dates. Amphibious operations will continue to delivered by the Bay Class and RFA Argus until the introduction of the Multi Role Support Ship, which will succeed the amphibious fleet in the 2030s.
