HMS OCEAN was sold to the Brazilian Navy for £84 million. The potential cost of the Littoral Strike Ship will be established during the initial concept phase that my right hon. Friend, the Secretary of State for Defence announced on 11 February 2019.

Discussions with the Government of Brazil about the sale of HMS OCEAN are ongoing, but no decisions have been made.
The refit included scheduled maintenance, defect rectification, obsolescence management, and mandatory work to revalidate the ship's safety and environmental certification to comply with changes to legislation, as well as a capability upgrade.
The refit was essential for HMS OCEAN to continue to participate in operations around the world in support of UK interests.

The Strategic Defence and Security Review 2015 allocated £60 million to further optimise a Queen Elizabeth Class carrier to better meet the demands of the Landing Platform Helicopter role. The timing of the refit was driven by the mandatory requirement to revalidate the ship's safety and environmental certification. It was stated in the Strategic Defence and Security Review 2015 that a Queen Elizabeth Class aircraft carrier would be enhanced to support our amphibious capability. Together with the existing amphibious ships of the Royal Navy and the Bay Class ships of the Royal Fleet Auxiliary, this will provide the capability to deploy our amphibious forces.

HMS OCEAN is primarily a landing platform for Helicopters. Its use for disaster relief in the Caribbean was intended to supplement the capability of RFA MOUNTS BAY, which was prepositioned in the Caribbean for hurricane season and is better suited to Humanitarian and Disaster Relief operations and responded to the situation in Anguilla less than 24 hours after Hurricane Irma struck. Plans for the use of Defence assets for future disaster relief operations remain under constant reviews across Government. Any decisions to adjust plans will be informed by the cross-Government lessons learned process from the UK's immediate response to Hurricanes Irma and Maria, as well as the ongoing National Security Capability Review.
