The Ministry of Defence (MOD) is committed to working closely with Babcock to safely deliver submarine support work, including planned maintenance projects. The MOD has an existing team in Devonport in support of submarine maintenance delivery; this is part of a long-standing arrangement, which now includes increased performance monitoring. It is the policy of Her Majesty's Government that we do not comment on submarine operations. Having four nuclear-armed submarines ensures at least one is on patrol at all times, taking account of the cycle of deployment, training and maintenance.

The Type 23 frigates entered service with an anticipated service life of 18 years for each ship. A Type 23 sustainment programme, comprising a series of long-term planned upgrades, aligned with routine maintenance, has permitted the service life of the class to be extended so that HMS St Albans, which entered service in 2001 has a current Out of Service Date of 2035.
For HMS Vanguard, I refer the noble Lord to the answer I gave to him on 7 December 2015 (Question HL4046). HMS Vanguard entered service in 1993 and is planned to remain in-service until the Successor submarines are introduced into service in the 2030s. I am withholding their respective planned Out of Service and In Service Dates as their disclosure would be prejudicial to national security.

The Vanguard class were built at the end of an extensive period of UK submarine production. UK industrial capacity diminished following the subsequent 10 year gap in submarine building, which is a key factor in the Successor build schedule. Additionally, the Vanguard build duration, which was more than eight years in duration, did not include sea trials, which take several years. The dates for Successor reported in the Strategic Defence and Security Review do include that activity.

In common with most Royal Navy ships and submarines, the initial operational life planning estimate for the Vanguard class submarines was 25 years. The planning estimates of in-service life for all defence platforms are routinely reviewed and amended when appropriate.

I have interpreted this question to refer to recent claims made about HMS Victorious.
As the Secretary of State for Defence (Michael Fallon) said in his Written Statement of 28 May 2015 (Column 1WS), and as was reiterated during the Adjournment Debate the same day (Column 293), I can assure the House and the general public that the recently reported comments and concerns raised by an Able Seaman following his first submarine deployment have been thoroughly investigated. That investigation concluded that neither the operational effectiveness of our continuous at-sea deterrent nor the safety of our submariners or members of the public has been compromised.
