The Ministry of Justice does not hold total figures for investment in improving the physical condition of prisons between 1997 and 2010.
During that period, expenditure on the prison estate took a number of forms, including centrally managed maintenance and development programmes, locally-funded maintenance activity, and capital investment. These categories of expenditure were recorded using multiple systems, and the methods of recording changed over time.
As a result, the Department is unable to provide a consistent and reliable figure for investment in the physical condition of individual prison establishments during the specified period.

The information requested could only be obtained at disproportionate cost. To determine the specific rationale and internal decision date for each prison closure, the Department would need to identify and review historical records relating to closure decisions across 22 prisons over a number of years, and the cost of doing so would exceed the disproportionate cost threshold.

As the Justice Secretary has announced, we are investing over £100m in staffing, and will recruit an extra 2,500 prison officers to increase safety and support prisoners to reform.
We will apply for planning permission to redevelop the site of HMP & YOI Glen Parva. If we successfully achieve planning permission at the site, HMP & YOI Glen Parva would close and be replaced by a new, fit for purpose, facility.

To ask Her Majesty’s Government what changes have been made at Glen Parva Young Offenders Institution since the report by HM Chief Inspector of Prisons published on 6 August, which concluded that "Glen Parva was not safe."

HMYOI Glen Parva has already introduced an improvement plan to address the concerns raised. Safety is the Governor’s top priority and the YOI is now providing a safe and decent regime for all offenders. An external safer custody audit in June 2014 found that progress had been made since the inspection.
