As the asset owner and project lead, the London Borough of Hammersmith and Fulham is responsible for submitting any application to the Structures Fund. Local highway authorities have until 3 August 2026 to put forward proposals for investment.
My Department engages regularly with London local highway authorities on matters related to their local highways networks, including the London Borough of Hammersmith and Fulham. The technical advisory body to the Structures Fund is also having conversations on behalf of my Department about projects that local highway authorities may put forward to the fund; including Hammersmith Bridge.
Earlier this year the Minister for roads, the hon. Member for Wakefield and Rothwell (Simon Lightwood), wrote to me to say that Hammersmith bridge in my constituency would be a suitable candidate for the structures fund, but Hammersmith and Fulham council has just decided not to make an application on the basis that the structures fund is not suitable for repairs. Will the Minister please meet me as a matter of urgency to determine whether the structures fund remains a suitable way of funding repairs to Hammersmith bridge?

The Structures Fund will inject cash into repairing run down bridges, decaying flyovers and worn-out tunnels across Britain. As a structure in need of repair, Hammersmith Bridge remains an eligible candidate for the consideration of further project funding through the Structures Fund.

As the asset owner, the London Borough of Hammersmith and Fulham has responsibility for funding the repair and maintenance of Hammersmith Bridge.

Local highway authorities have a duty under Section 41 of the Highways Act 1980 to maintain the highways network in their area. Local highway authorities putting forward structures for consideration for investment from the Structures Fund are responsible for developing repair or replacement schemes that fully meet the Structures Fund eligibility criteria.

The Government has provided the London Borough of Hammersmith and Fulham with £17m since the closure of Hammersmith Bridge in 2019. We would expect the Borough to request any further project funding via the Structures Fund, where it will be considered alongside other project proposals. As the asset owner and project lead, it would be for the London Borough of Hammersmith and Fulham to carry out any impact assessments related to the Hammersmith Bridge restoration project. It is for Transport for London, as London's Strategic Transport Authority, to make any assessment of the impacts of the ongoing closure of Hammersmith Bridge to motor vehicles upon the wider London transport network, such as journey times, congestion, and bus reliability.
