I thank the Under-Secretary of State for Levelling Up, Housing and Communities, the hon. Member for North Dorset (Simon Hoare), for his reply to my letter of 21 March. He said that a short paper on the topic of the Union was prepared by officials and presented to the UK Government in July 2020. However, a media report at the time suggested that an employee of Hanbury Strategy had provided data and helped to prepare that paper for the Cabinet. Was public money used for the insights that Hanbury Strategy prepared for that paper, and when will the public get to see them?

However, as I mentioned earlier, the Scottish Government’s budget has led to the closure of 25 tourist information centres and a variety of other ventures that are trying to get investment into Scotland, whereas the UK Government are providing investment in Scotland—proving once again that we are better together.

The Department holds a minute of this meeting. The meeting was conducted by telephone, attended by Lord Bethell, his Private Secretary and Departmental policy officials. It was also attended by James Kanagasooriam for Hanbury Strategy, Bennet Summers, Vivek Madan, Henry Stannard from OC&C strategy and officials from the Office for Life Sciences, the Department of the Environment, Food and Rural Affairs and the Department for International Trade.

I refer the Rt Hon. Member to the answer given to PQs 82315 and 82316 on 9 September 2020, and PQ 156454 on 2 March 2021.
Covid-19 polling for the cross-government public information campaign has been conducted regularly since the start of the pandemic. This work allows the Cabinet Office to optimise campaign messaging and maximise effectiveness, ensuring vital public health information reaches as many people as possible. The insight gathered continue to inform the Government’s ongoing communications strategy and response to the Covid-19 pandemic, and so shall not be published at this time.
The Cabinet Office publishes details of all contracts over £10,000 on Contracts Finder and spend over £500, including on public information campaigns, on a rolling basis. This will include expenditure on this campaign and will be broken down by supplier.

Cabinet Office commissioned Hanbury Strategy to carry out work in response to the Covid-19 pandemic in March 2020. Two contract documents were signed, the first contract is for nil value, and the services provided to the Cabinet Office by Hanbury were delivered under the contract published on Contracts Finder here: https://www.contractsfinder.service.gov.uk/Notice/8c6ca477-cbfc-49b7-bb59-0fb1ce1475c9. No other contracts have been commissioned in the last three years.

Special Advisers are appointed to assist a Minister of the Crown after being selected by that Minister personally. All appointments must be approved by the Prime Minister. This is set out in Section 15 of the Constitutional Reform and Governance Act 2010.
Separately, and in advance of Ministerial approval in accordance with the statutory requirement, it is open to political parties to undertake activity to identify individuals that Ministers may wish to consider for selection. This is not part of the appointment by Government but rather for the political party concerned.
Previously, the existence of such opportunities has generally not been made public. Openly encouraging people to express their interest, with greater information about what the opportunities may entail, will help broaden the field of potential candidates.
