That this House calls for an independent investigation by the international community into all the circumstances surrounding Chris Hani's assassination, international pressure to ensure that there is effective protection for the leaders of all political organisations who are at risk, and the expansion of the UN and other international monitoring teams in order to help curb the political violence; and urges the United Kingdom Government and the international community to exert effective pressure on the De Klerk regime so that rapid agreement is reached in negotiations on the basis of proposals put forward by the ANC in February, in particular by speedy agreement on the date for South Africa's first ever democratic elections for a Constituent Assembly which will draw up a new constitution and elect a new President, the establishment of a Transitional Executive Council to oversee the governing of South Africa and immediate joint control of the security forces and the end to all covert operations.

That this House, noting the arrest of five further senior white South African citizens on charges of conspiring to assassinate Chris Hani, and the admission by the South African authorities that they were acting as part of an international conspiracy, calls upon the Prime Minister to establish a special enquiry to determine whether any British citizen, members of the United Kingdom Conservative Party, members of the British Intelligence Service, or members of the international Western Goals Institute were also involved, recognising that there is now clear evidence of a concerted world-wide network to destabilise, by terrorist tactics, progress toward majority rule and a democratic society in South Africa.

That this House, noting that the former South African Conservative Party member of Parliament, Clive Derby-Lewis, arrested in connection with the assassination of Chris Hani, is President of the Western Goals Institute, an extreme right group with links to both the Tory party and Nazi organisations in Europe, and whose British section according to its United Kingdom Chairman, Andrew Smith, has a majority of members who are also members of the British Conservative Party, and further that Downing Street policy advisers and Conservative honourable members have spoken at or attended its meetings and that in 1989 Mr Derby-Lewis spoke at a Western Goals fringe meeting at the Conservative Party conference and in 1990 returned to Britain to address a Conservative Monday Club meeting within the Palace of Westminster precincts, strongly urges the Prime Minister and the Chairman of the Conservative Party to inquire whether any member of the Tory Party or Tory honourable Members have participated in activity to destablise the process of peace and democratic transition in South Africa or has links with terroristic elements inside and outside the South African intelligence and security forces.

That this House strongly condemns the assassination in South Africa of Mr Chris Hani on 10th April; expresses its grave concern at the threat which his assassination poses to the prospect of securing a negotiated political settlement which would lead to a new non-racial and democratic society in South Africa; regrets that the South African authorities ignored the ANC's requests that he should be provided with protection; supports the call by the African National Congress and human rights organisations that there should be a full independent investigation by international experts into the circumstances of his assassination and welcomes the offer of the European Community and the Commonwealth to make available observers and experts currently deployed in South Africa; and in particular calls upon Her Majesty's Government to use its influence on the South African Government so that rapid agreement can be reached at the negotiations on the basis of the proposals put forward by the ANC which include the establishment of a Transition Executive Council, joint control of the security forces and the date for South Africa's first ever one-person one-vote elections for a Constituent Assembly to draw up a new constitution.
