My Lords, I also notify the House of the retirement, with effect from 1 January, of the noble Lord, Lord Higgins, pursuant to Section 1 of the House of Lords Reform Act 2014. I thank the noble Lord—and, personally, my noble friend—for his valued service to the House.

The Clerk of the Parliaments informed the House that he had received written notice from Lord Higgins under section 1 of the House of Lords Reform Act 2014 stating that he would retire from the House on 1 January 2019.

That this House joins the Terrence Higgins Trust is marking the 20th anniversary of the death of Terry Higgins, the first person known to have died with AIDS in the United Kingdom; congratulates THT on having been at the forefront of this country's fight against HIV for the last 20 years; further notes that the HIV epidemic continues unabated in the United Kingdom with more new diagnoses in 2001 than any previous year and that the number of people testing positive for other sexually transmitted infections is higher now than at any point since the inception of the NHS; and calls on the Government to restore sexual health and HIV as a priority for the NHS.
