Across Government, Ministers and officials meet with a range of retailers to understand the challenges they face. I have met with the Retail Sector Council where I heard members’ views about the impact of the Budget. More recently, I attended a roundtable organised by the British Retail Consortium, attended by CEOs and Senior Executives from leading retailers, with discussion points including the impact of the Budget and Business Rates.
More broadly, HMT are conducting engagement on future business rate reform and are open to receiving written evidence from stakeholders on the priority areas, prior to March 2025. This will provide retail businesses of any size the opportunity to share their concerns directly with HMT.

This Government is fully committed to rejuvenating our high streets and supporting the businesses and communities that make our town centres successful. The Chancellor confirmed at Autumn Budget 2024 that the Long-Term Plan for Towns will be retained and reformed as part of a new regeneration programme. This will include specialised support to communities during the delivery phase of the programme, learning from the support offered through the High Streets Task Force. Further information on the Long-Term Plan for Towns programme will be provided in due course.

Across Government, Ministers and officials meet with a range of high street experts. I have recently met with the Hospitality Sector Council and Retail Sector Council and visited Gateshead and Consett town centres.
To mark Small Business Saturday, the Secretary of State visited Walthamstow High Street and Sunflour Café in Islington, meeting with the businesses which that make our town centres successful. We continue to engage with those involved in the delivery of the High Streets Task Force, which has now concluded, to learn the lessons from the programme.

The High Streets (Designation, Review and Improvement Plan) Bill, bill 25 of the 2023-24 session, was introduced to Parliament by Conservative MP Jack Brereton on 6 December 2023 as a Private Members’ Bill, presented to Parliament through the ballot procedure. The Bill’s second reading in the Commons was on Friday 26 January 2024 and its committee stage was on Wednesday 13 March 2024. Remaining stages of the Bill in the House of Commons took place on 26 April 2024, where Bill was passed unamended. Second reading of the Bill in the House of Lords is scheduled for 17 May 2024.

To ask the Secretary of State for Housing, Communities and Local Government, if he will publish the list of experts appointed by the High Streets Task Force.
To ask the Secretary of State for Housing, Communities and Local Government, if he will publish the list of experts appointed by the High Streets Task Force.
This Government is providing support to local leadership with a High Streets Task Force that will give high streets and town centres the expert advice they need to adapt and thrive.
Through the Task Force local authorities in England will receive free expert advice to help them evolve their town centres and respond to the impact of COVID-19.
These high streets experts have been recruited from the Design Council, Landscape Institute, Institute of Place Management and Royal Town Planning Institute. They will work with places, bringing insight into town centre change and how to work with communities to build capacity for that change.
The High Streets Task Force will publish the full list of experts on the register in due course

The Government is providing support to local leadership with a High Streets Task Force, giving high streets and town centres expert advice to adapt and thrive. Over five years this is providing hands-on support to local areas in England to develop data-driven innovative strategies and connect local areas to relevant experts. The Task Force, hosted by a consortium led by the Institute of Place Management, is also providing training and help to improve coordination between different groups working to improve their high streets.
In July 2020, the Task Force launched its range of support for high streets in England affected by Covid-19. Support is open to all high streets and town centres that wish to use it, including in Congleton. This includes access to a range of online training, data dashboards and guidance, which will be available on the Task Forceâs website. This covers advice and information on local recovery planning, coordination, public space and place marketing. For more information on the Task Force and to kept up to date on its work, local places can register their interest at https://www.highstreetstaskforce.org.uk/.
The Task Force will also be providing specific expert support and training to a number of places over the course of its five-year contract. Some of this support will be prioritised according to need.
