The Public Sector Equality Duty (PSED) is a statutory obligation that applies across the public sector. As a procedural duty to have "due regard" to equality considerations, compliance is an on-going responsibility rather than a one-off task. It is integrated into the day-to-day development and delivery of all policies and services; as such, it is a core responsibility of all civil servants across government, rather than being restricted to dedicated personnel.

Because it is a continuous, procedural duty applicable to all civil servants, it is impossible to disaggregate the specific fraction of time or cost dedicated solely to Public Sector Equality Duty (PSED) compliance versus general policy and operational work.

The Government’s police reforms will protect and strengthen neighbourhood policing by freeing local forces, including Bedfordshire Police, from national responsibilities so they can focus on issues that matter most locally, like anti-social behaviour (ASB). Every police force in England and Wales now has an ASB lead in place who will work with communities, stakeholders and the general public to implement their individual ASB Action Plans, which were published at the start of April. Through the Crime and Policing Act, we are making our streets and neighbourhoods safer by strengthening the powers available to the police and other agencies to tackle ASB. Our new Respect Orders will give local agencies stronger enforcement capability to tackle the most relentless adult ASB offenders.

We are also strengthening the powers available to the police and other local agencies by increasing the upper limit for fixed penalty notices for breaches of CPNs and PSPOs from £100 to £500, increasing the time a dispersal direction can be implemented for from 48 to 72 hours and giving registered social housing providers the power to issue closure notices, amongst others.

It is not possible to provide an exact cost for preparing Ministers to respond to Westminster Hall Debates. There will be differences in the costs of Civil Service, Special Adviser and Ministerial time depending on the policy matter and length of the debate. Debates can also be cross-cutting and require resources from multiple departments or engage departmental bodies.

The Government is committed to tackling rural crime and safeguarding rural communities. That is why we have worked closely with the Home Office and the National Police Chief’s Council to deliver their 2025-28 Rural and Wildlife Crime Strategy which was published November 2025.

The strategy sets out operational and organisational policing priorities in respect of tackling crimes that predominantly affect rural communities. The strategy, lasting until 2028, will ensure efforts to reduce crime benefit every community no matter where they live, including rural communities.

I have recently had discussions with the Home Office on immigration and the Common Travel Area following the recent public disorder in Northern Ireland in mid-June.

The Parliamentary Under-Secretary of State for Northern Ireland joined the Minister of State for the Home Office at the Northern Ireland Affairs Committee on Tuesday 7 July to discuss the operation of the Common Travel Area.

This weekend an event in Suffolk was due to be attended by over 10,000 Muslims. Instead, it ended early, because the police became aware of a credible threat to the lives of those present. They acted with speed and skill, and I thank Suffolk police, Counter Terrorism Policing and the organisers for their swift and effective response. Thanks to their actions, those attending the UK Ijtima in Barham were kept safe.

Twelve individuals have now been arrested as part of an investigation led by Counter Terrorism Policing, which described the incident as “extreme right-wing terrorism related”. This investigation is at an early stage, and we are giving them space to pursue their lines of inquiry. I know that the police will provide further updates.

We must all stand united against hatred. The actions of a minority do not represent who we are as a country, and we should never be defined by those who plot violence against their fellow countrymen and women.
