It is not possible to estimate the numbers of people in any particular geographical location who are potentially affected; data has not been recorded in a way that would allow this.
To ask the Secretary of State for Work and Pensions, whether he has plans to provide additional funding for advice services in Northern Ireland to assist people who have been underpaid their state pension as a result of an incorrect attribution of home responsibilities protection credits.
To ask the Secretary of State for Work and Pensions, whether he has plans to provide additional funding for advice services in Northern Ireland to assist people who have been underpaid their state pension as a result of an incorrect attribution of home responsibilities protection credits.
There are no plans to provide additional funding for advice services in Northern Ireland in relation to the Home Responsibilities Protection correction exercise. In September, HMRC began issuing letters inviting people to apply for potentially missed periods of Home Responsibilities Protection. Information is available to people in Northern Ireland and across the United Kingdom through gov.uk, including a self-identification tool to help people see if they might be affected. Support is available from both HMRC and DWP staff where needed.

Work continues across DWP and HMRC on the analysis of the historic Home Responsibilities Protection (HRP) issue. This work has been to understand more about the scale, the root cause, and options to correct historical errors relating to HRP for customers who claimed Child Benefit. The analysis is complex, involving using National Insurance records to identify customers who may have been eligible for Child Benefit and may be impacted.
The complexity means that the investigation work is continuing. We expect that the impact on State Pension payments will be quantified and the next steps for correction activity will be set out during the first half of 2023.

| 1. Figures are rounded to the nearest 10,000 and are consistent with the information supplied in the answer of 8 February 2007. | |
| 2. Figures refer to women living in the UK and overseas. | |
| 3. Information at this level of detail is not reliable before 1985. | |
| 4. Some women who reach state pension age in a particular year with some entitlement to basic state pension may defer their entitlement and claim in a later year. | |
| 5. HRP does not reduce the number of qualifying years required for a full basic state pension when that year is already a qualifying year or is one for which a married woman's reduced rate election is in force. | |
| 6. Figures refer to those women with some entitlement to basic state pension based on their own contribution record. Entitlement to basic state pension requires satisfying the ‘first contribution condition’ and the ‘25 per cent. rule’. Some women who do not satisfy one or both of these conditions may, nevertheless, also have HRP recorded. | |

This is my first run at this debate and I very much hope that I shall not be thought of as yet another brick in the political brick wall. However, I think that I shall disappoint the noble Lord who moved the amendment and those who spoke in support of...

We have had this debate just about every year since I re-involved myself in what I still, rather old-fashionedly, call social security matters. I am surprised that we are having that debate again in the context of this Bill. The noble Lord, Lord Oakeshott, will not be surprised to hear...

I support the amendment and wish that my noble friend and, indeed, the Minister would go further. I became aware of this issue when I represented Cheltenham in another place. The matter was first brought to my attention by a lady who wished to retire to Canada, where her only...

I, too, strongly support the amendment. It is some years since I raised this issue on behalf of some residents in Canada, who found it difficult to understand why the border should determine whether or not they received a pension. After all, they do not make reciprocal agreements—they have no...
