No. The UK uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. The majority of UK ICF will continue to be provided through grants. No existing ICF programmes have been switched from grants to loans linked with the recent announcement of £2 bus fares.

The Government of Anguilla is responsible for Anguilla's water infrastructure, health services, environment, economic development, and representational premises. The Foreign, Commonwealth and Development Office works closely to support Anguilla, including providing £500,000 to improve Anguilla's water infrastructure this financial year, and over £4 million to support security since 2024. In total, since Hurricane Irma the UK Government has provided over £100 million in funding to Anguilla, which included the construction of new schools, health clinics, port facilities and a new ferry terminal.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what support she has provided to Caribbean Overseas Territories to help tackle climate change and prepare for extreme weather events, such as hurricanes.
The 2012 White Paper remains the foundation of the UK's modern partnership-based relationship with the Overseas Territories (OTs), but the OTs continue to work alongside the Foreign, Commonwealth and Development Office (FCDO) to identify proposals on how the relationship should develop in response to more recent global developments. To strengthen that collaboration, the Joint Ministerial Council on 24-27 November 2025 agreed to develop the option for OTs to agree new Partnership Compacts with the UK, providing tailored, practical frameworks for advancing shared priorities.
Since July 2024, the UK has provided over £20 million in security support to Caribbean OTs, including armed police and investigators to reinforce local forces, new patrol vessels, coastal radar systems, and police drones. We also work closely with independent Caribbean states and deploy UK agencies, including the National Crime Agency, to help counter serious and organised crime.
The Joint Ministerial Council on 24-27 November welcomed the participation of the Overseas Territories at COP30 and other international fora, and reaffirmed the shared ambition to protect Overseas Territories' ecosystems and address climate and nature crises. The FCDO has provided support through its Climate Security, Civil Resilience and Blue Belt programmes to help OTs adapt and build their climate change resilience, strengthen their disaster management capabilities, and protect and enhance ocean health.
Acts of Parliament are normally not extended to the Overseas Territories except with the agreement of their locally-elected governments. It is established practice to consult the Overseas Territories when the UK Government is considering new legislation or policies of relevance to them.

To ask His Majesty's Government whether they plan to deploy a naval vessel in the Caribbean during hurricane season in addition to HMS Trent; and if so, whether that vessel will have better capabilities than HMS Trent to provide support to the relief of storm damage.

There are no current plans to deploy other naval vessels in addition to an Offshore Patrol Vessel during the Caribbean hurricane season. As part of an FCDO-led response, the MOD provides scalable support options under Operation VENTUS. While our immediate response is primarily delivered through the Royal Navy persistent presence and an embarked crisis response troop, there are a wide range of options retained at high readiness in the UK to be deployed in advance of, or subsequent to, a demand for humanitarian assistance and disaster relief support.

The consular team at the Foreign, Commonwealth and Development Office (FCDO) provides 24/7 assistance to British nationals and dealt with 850 consular enquiries related to Hurricane Melissa. The Register Your Presence portal was launched from the outset of the crisis to identify and contact British nationals in Jamaica, enabling us to provide targeted assistance.
The FCDO provided regularly updated information and advice to British nationals in Jamaica. Between 22 October and 2 November, the FCDO made 11 public updates to Jamaica's Travel Advice related to Hurricane Melissa.
The evacuation flight which operated on 2 November carried 104 passengers. Commercial options were available shortly thereafter resulting in low demand for further HMG flights.
The Rapid Deployment Team were present at both Kingston and Montego Bay Airports every day when commercial airlines were running their own flights between Friday 31 October and Tuesday 4 November to assist British nationals travelling on commercial flights to the UK. During that time, roughly 2,150 passengers passed through Kingston and 2,274 through Montego Bay on TUI and Virgin flights bound for the UK.

The UK military team pre-deployed to the Turks and Caicos Islands supported the disaster management preparations, response and recovery work as needed.
After Hurricane Melissa passed, HMS Trent redeployed to Jamaica. HMS Trent was equipped with humanitarian and disaster relief trained troops and crisis response equipment. It provided swift access to affected areas and the delivery of essential supplies, specialist recovery personnel, transport and damage assessments.
Similar pre-deployment strategies will be considered as part of response options in future hurricane seasons.

There have been no discussions on the role of the Royal Fleet Auxiliary in support of humanitarian aid and disaster relief operations in the Caribbean in the wake of Hurricane Melissa. The Ministry of Defence’s support to the region during the Hurricane season, Operation VENTUS, is, in the first instance, delivered through the presence of a Royal Navy ship with an embarked crisis response troop. HMS TRENT is currently serving this role and can provide an immediate response and, crucially, set the conditions for further recovery operations.
The Royal Navy, alongside FCDO colleagues, has delivered humanitarian aid and disaster relief in the Caribbean following Hurricane Melissa. This supported the deployment of Operational Liaison and Reconnaissance Teams to Jamaica and the Turks and Caicos Islands. HMS TRENT supported both locations with the ship’s crew and crisis response troop also deployed ashore in Falmouth, Jamaica to clear debris and conduct engineering repairs to restore critical infrastructure ahead of the arrival of other agencies.
