Defence Infrastructure Organisation officials are working with them to produce a consolidated response which will take some time. As at 1 January 2024, there were 680 UK Armed Forces Service personnel stationed at Imphal Barracks.
Please note the following caveats:
- The number of UK Armed Forces Service personnel stationed at Imphal Barracks can only be provided as at 1 January 2024 in line with Published National Statistics.
- This figure comprises UK Regular Forces, Gurkhas, Military Provost Guard Service (MPGS), Locally Engaged Personnel (LEP), Volunteer Reserve, Serving Regular Reserve, Sponsored Reserve and Full Time Reserve Service (FTRS) of unknown origin. University Officer Cadets are excluded. The figure includes both trained and untrained personnel.
- The figure is based on Service personnel’s stationed location and not their location of residence – where personnel work is not necessarily where they live. Personnel deployed on operations to an area away from their stationed location are shown against their most recent stationed location.
- Figures containing Reserve personnel are estimates because the station location data for Reserves has not been fully verified.
- The figure has been rounded to the nearest 10 to prevent inadvertent disclosure of personal identities. However, numbers ending in “5” have been rounded to the nearest 20 to prevent systematic bias.

The Cabinet Office as a department is committed to growth in both York and Glasgow. Cabinet Office jobs, including United Kingdom Security Vetting (UKSV), are likely to move to a new Hub in York; the location and timing of which has yet to be decided.

The investment, and value for money, in providing modern and sustainable facilities for Armed Forces personnel moving from York has been and continues to be, evaluated at each stage of the project since it was announced in 2016. Further work is ongoing to assess requirements to effectively deliver Future Soldier. This work is being done in-line with Treasury and Department policy and guidance, to provide the facilities needed for a more agile Army.

Officials in the Department have met with City of York Council officers on seven occasions since April 2016 in relation to the inclusion of Queen Elizabeth Barracks, Towthorpe Lines and Imphal Barracks within the local plan. The Department is unaware of any such meetings between the Defence Secretary and the City of York Council.
Imphal Barracks will be disposed of in 2031 which we understand is within the local plan period of 2017-2032/33. The Council’s draft policy supports the site delivering 769 dwellings, recognising development is not anticipated to commence until the end of the plan period.

As previously announced, Defence remains committed to the disposal of Imphal Barracks, which is scheduled to take place in 2031. We continue to work with the local authority on plans to release the site.

Building 140 on Imphal Barracks has been demolished. It was an unused building prior to demolition, with no requirement for it to be refurbished, and it was therefore more cost effective to knock it down.

The current spend of refurbishing Imphal Barracks in York is £1.4 million and the estimated total spend is £12.7 million. It is not possible to separately identify spending for office and accommodation upgrades for the current or total spend.
While there is no defence requirement for Imphal Barracks after 2031, the necessary refurbishment works represent value for money to avoid any costly repairs and to ensure the site remains safe and compliant for the occupants over the next 15 years.

As a result of both the merger of Headquarters of 15 (North East) Brigade with 4 Mechanised Brigade and the move of Headquarters 1st (UK) Division from Germany to York there were no civil servant redundancies and no external recruitment. Civil servants were relocated from Germany to the UK and vacancies were filled by existing civil servants. Gratuity payments made to locally employed staff in Germany are considered to be a part of the wider drawdown of UK forces from Germany and are therefore not included.
