The Implementation Review Unit (IRU) was established in 2003 with a specific remit to advise the Department on reducing bureaucracy in schools. The Department has allocated £250,000 to the IRU for 2009-10. This will cover the costs of the review of barriers to delivery in schools as outlined in "Your child, your schools, our future: building the 21st century schools system" as well as all expenditure related to IRU meetings and other research relating to burdens and bureaucracy in schools.

Mr. Stephen Twigg: The information requested is listed as follows: Union Learning Fund
The Union Learning Fund is a source of funding not a body or unit. It does not employ any staff. Adult Learning Inspectorate (ALI)
(a) At 31 March 2004, the ALI employed 247.8 staff on a full time equivalent basis.
(b) The most recent published accounts for the ALI are for 2003-04, in which the running costs of the body were
£27.81 million.
(c) We keep the ALI under review, in accordance with Government guidelines, to ensure that its functions are still required
and that the Inspectorate still provides the most effective means of carrying out those functions. Well-Being Project
The Well-Being Project Pilot in London is run by Worklife Support which is part of the Teacher Support Network and not the
Department for Education and Skills. National College for School Leadership (NCSL)
(a) At 6 December 2004, the NCSL employed 237.3 staff on a full-time equivalent basis.
(b) The most recent published accounts for the NCSL are for 2003-04, in which the running costs of the body were
£13.1 million.
(c) A recent review has confirmed that the NCSL should remain in being. Sector Skills Development Agency (SSDA)
(a) At 31 March 2004 the SSDA employed 65 staff on a full-time equivalent basis
(b) The most recent published accounts for the SSDA are for the 2003-04 financial year, in which the administrative costs of
the body were £4.93 million.
(c) We keep the SSDA under review, in accordance with Government guidelines, to ensure that its functions are still required
and that the SSDA still provides the most effective means of carrying out those functions. Implementation Review Unit (IRU)
(a) The IRU does not employ any staff. Secretariat services are provided by Department for Education and Skills staff and one
LEA adviser.
(b) The IRU's running costs for the 2003-04 financial year were £348,967.
(c) We keep the IRU under review, in accordance with Government guidelines, to ensure that its functions are still required
and that the IRU still provides the most effective means of carrying out those functions.

Mr. Ivan Lewis: The Union Learning Fund (ULF) is a source of funding to help trade unions use their influence with employers,
employees and others to encourage greater take up of learning at work and boost their own capacity as learning organisations. It was
set up in 1998 and administered by the Department for Education and Skills until March 2003. From April 2003 the Learning and Skills
Council has been responsible for the administration of the Fund. As ULF is a source of funding rather than a unit or body, there are
no figures relating to full-time equivalent headcount. The Department's annual expenditure on ULF was £2 million in 1998-99,
£3.1 million in 1999-2000, £3.9 million in 2000-01, £6.3 million in 2001-02 and £7.4 million in 2002-03.
Estimated expenditure for 2003-04 is £12.1 million and the budget allocation for 2004-05 is £14.2 million.
The Implementation Review Unit was established in April 2003 with a remit to cut red tape and reduce bureaucracy in schools. The
Unit has 12 panel members, each serving school staff, who work for the IRU an average 22 days per year. In 2003-04 the Unit was also
served by a secretariat comprising three civil servants employed by the Department, working 0.5, 0.8 and 0.8 of the full-time
equivalent, and two seconded advisers working for 20 and 50 days per year. Staffing figures for 2004-05 will be the same with the
addition of another civil servant at 0.5 of the full-time equivalent. Estimated expenditure by the Unit in 2003-04 is £348,000 and
its budget for 2004-05 is £500,000.
The National Remodelling Team is an integral part of the National College for School Leadership (NCSL) and we are unable to provide
separate figures for the Remodelling Team. Staffing and funding figures for the NCSL as a whole, covering the full range of
activities undertaken by the College to support the training and development of school leaders are set out as follows.

Mr. Miliband: [holding answer 10 June 2004]: Three civil servants employed by DfES work for the secretariat to the
Implementation Review Unit as part of their role. A Grade 7 works 0.5 of the full-time equivalent for the Unit's secretariat, and a
Higher Executive Officer and Higher Executive Officer (Developmental) both work 0.8 of the full-time equivalent.
Two advisers work for the Implementation Review Unit; an LEA adviser for 50 days per year, and an education adviser for 20 days per
year.
Salary ranges for London DfES staff are as follows: Grade 7: £41,114 to £51,574 HEO(D): £24,881 to £35,814 HEO: £24,881 to £29,615
The salary range for the LEA adviser is £42,777 to £47,058 pro rata. The salary range for the education adviser is £53,586 to
£75,147 pro rata.

In 2003-04, the actual running cost of the Implementation Review Unit was £348,967. For 2004-05, the Implementation Review Unit has
a budget of up to £500,000. Budgets beyond April 2005 have not been decided yet.

Mrs. Browning: To ask the Secretary of State for Education and Skills what role school governors will play in (a) the new
Implementation Review Unit and (b) the Monitoring Group; and if he will make a statement. [125427]
Mr. Miliband: [holding answer 14 July 2003]: We are proposing to set up termly meetings between the panel of the new Implementation
Review Unit (IRU) and governor organisations The IRU is also keen to hear from individual school governors on particular workload
burdens they would most like tackled and any constructive time-saving examples from their school that could be used more widely.
Governors will be notified of IRU contact details in the September "Governors" newsletter.
Earlier this year I met with representatives of the National Governors' Council and the National Association of Governors and
Managers to discuss how best to ensure that school governing bodies are fully involved in the implementation of the National
Agreement and the work of the Workforce Agreement Monitoring Group (WAMG).
Following these discussions, my Department has set up a regular forum between governors' representatives and the WAMG. The first
took place on 27 June; a further one-day seminar was held on 21 July. One of the outcomes will be the development and distribution
of specific materials for school governors to help them contribute to workforce reform.
