To ask the Secretary of State for Energy Security and Net Zero, what steps he is taking to support the development of private wire networks for industrial parks to reduce transmission costs.
Network regulation and charging arrangements are a matter for Ofgem as the independent regulator. The Government’s role is to ensure Ofgem has the appropriate framework to make decisions in the interests of consumers.
While private wire arrangements may reduce reliance on the public network for individual users, they are unlikely to reduce overall transmission system costs, which are largely driven by fixed investment needed to meet peak demand, security and resilience requirements. In practice, such costs remain and would be redistributed across and recovered from remaining users. Ofgem’s Targeted Charging Review reformed network charges to ensure that all users of the electricity network make a fair contribution to its fixed costs and to address inefficiencies in the previous framework.

Good local bus services, including to industrial estates, are an essential part of prosperous and sustainable communities. The government introduced the Bus Services (No.2) Bill on 17 December as part of its ambitious plan for bus reform. The Bill puts the power over local bus services back in the hands of local leaders and is intended to ensure bus services reflect the needs of the communities that rely on them right across England. The government has committed to increasing accountability by including a measure on socially necessary services so that local authorities and bus operators have to have regard for alternatives to changing or cancelling services.
In addition, the government has confirmed £955 million for the 2025 to 2026 financial year to support and improve bus services in England outside London. This includes £243 million for bus operators and £712 million allocated to local authorities across the country. Greater Manchester Combined Authority has been allocated £66.3 million of this funding.
Local authorities can use this funding to introduce new bus routes, make services more frequent and protect crucial bus routes for local communities.

The Government provides fiscal incentives to encourage businesses to install rooftop solar, such as through tax relief and business rate exemptions. Through permitted development rights, there is no limit to the capacity of a commercial solar installation, although prior approval is required for installations greater than 50kW.
The forthcoming Solar Roadmap will set out recommendations on how the Government and industry will work together to achieve the ambition to radically increase the UK’s solar capacity by 2030 including for non-domestic solar.

The Department for Levelling Up, Housing and Communities (DLUHC) does not hold data centrally on the location of authorised traveller sites. The Planning Policy for Traveller Sites states that Local Planning Authorities, when developing their Local Plan, should ensure that traveller sites are sustainable economically, socially and environmentally.

Solar is a key part of the energy mix and needs sustained growth in both ground mount and rooftop capacity to meet our energy security and net zero goals.
Installing solar panels along roads has been tested in some countries but experienced practical problems, including rapid panel deterioration due to heavy traffic vibrations and difficulties in accessing sites for maintenance.
The Government is supporting the installation of panels on the roofs of industrial units where this is technically feasible through a business rate exemption until 2035 and tax relief.
The Government is also reviewing existing permitted development rights to simplify planning and enable more rooftop solar deployment on industrial buildings.

Solar is a versatile low-cost technology which can be deployed on domestic and industrial roof tops and on the ground in a variety of spaces. In the Net Zero Strategy, the Government committed to sustained increase in deploying renewable generation technologies, including all types solar into the 2020s and beyond.
The Government is supporting the deployment of large scale solar through the Contracts for Difference scheme. Those installing rooftop solar on industrial and other buildings can receive payment for any surplus electricity that is exported to the grid through the Smart Export Guarantee (SEG). Government is also providing fiscal incentives through capital allowances for spend on solar panels, and as announced by my Rt. Hon. Friend Mr Chancellor of the Exchequer in the Autumn Budget 2021, solar and storage used on site will be exempt from business rates from 1 April 2022 until 31 March 2035.

As part of its Continuous Modular Strategic Planning work on long term strategy for the rail network, Network Rail is assessing what is required to make sure that the rail network between York and Newcastle meets the needs of passengers and freight users in the coming decades. This study is considering the potential role of reinstatement of the Leamside line in meeting those needs, including for local connectivity through extension of the Tyne and Wear local conventional rail or Metro network. It will make recommendations for further option development.

The Department expects to publish decisions in the latter part of the year on funding for the strategic road network between 2020 and 2025. However, we have already announced our intention to provide a safety and congestion designated fund. Highways England will decide where best to allocate this funding.
