The UK supports African-led efforts to seek peace and stability within Sudan, including the mediation efforts of the Intergovernmental Authority on Development (IGAD). We welcome the IGAD Summit on 9 December where members called for an immediate cessation of hostilities in Sudan. The UK continues to work with Quad countries (Saudi Arabia, United Arab Emirates, US, UK), regional partners, IGAD, the African Union and the UN to bring the warring parties together and secure an end to hostilities, unfettered humanitarian access and ensure the protection of civilians.

The British Government remains closely engaged at senior levels with all sides in South Sudan, the region and the wider international community to encourage full implementation of the peace agreement signed on 12 September 2018, including through the work of the UK Special Representative to Sudan and South Sudan. As part of these efforts, the UK recently convened a meeting with regional and international partners to discuss peace agreement implementation, and risks and challenges ahead for the formation of a transitional government in November. We discussed how to secure progress on issues including the reunification of armed forces and ensuring the conditions are in place for opposition leaders to participate in government.
On the reunification of armed forces, we work closely with security implementation bodies in Juba, and fund a security advisor to the ‘Joint Monitoring and Evaluation Commission’ to support oversight of such work. The return to South Sudan of opposition figures, including Dr Machar, is one part of the formation of a transitional government, and we urge this to happen by the November deadline. The Intergovernmental Authority on Development, as guarantors of the peace agreement, declared that Dr Machar is free from travel restrictions in a statement on 7 May. We have urged the region to ensure this message is reinforced, the status of his ability to travel clearly communicated, and no impediments are in place to prevent Dr Machar and others participating in any transitional government in Juba.

We strongly support the Intergovernmental Authority on Development (IGAD)’s initiative to revitalise the 2015 Peace Agreement. It is the regional countries who have most ability to influence the South Sudanese to bring an end to the conflict. We are working closely with them and the wider international community to support this. The High Level Revitalisation Forum is a critical opportunity and the most viable initiative to bring all the parties to the conflict round the table. The first priority has been the negotiation of a cessation of hostilities amongst a broad range of armed actors, which has been agreed. We warmly welcome this step and call on all parties to adhere to the agreement.
We continue to work very closely with the US and Norway (our Troika partners) and engage with independent experts to consider how we can best support South Sudan’s process towards peace. We currently assess that IGAD’s revitalisation forum is the best chance that South Sudan has for peace.

The UK continues to encourage all sides to respond positively to the IGAD initiative to revive the peace process, negotiate a ceasefire, and improve humanitarian access. IGAD's Revitalisation Forum is a critical opportunity. With his Troika counterparts, the UK Special Representative for Sudan and South Sudan has recently held discussions with key senior officials and ministers of IGAD member states, and the leaders of a range of South Sudanese parties to the conflict (including from the Government of South Sudan), to urge them to commit themselves to the process.
We have been clear that any initiatives supported and delivered by the region must be complementary to the IGAD Revitalisation Forum.
The renewed peace process must also allow full engagement of non-armed actors, including faith groups, young people, and women's groups, as well as refugees, those who have been internally displaced, and the diaspora. We have recently agreed a package of funding that will help the South Sudan Council of Churches to implement their Action Plan for Peace, which promotes the development of neutral fora in South Sudan where an inclusive dialogue can take place.

The UK continues to support the Intergovernmental Authority on Development’s (IGAD) efforts to end the crisis in South Sudan. The UK has provided financial, expertise and political support to IGAD through diplomatic engagement as part of the Troika (UK, US and Norway).

The members of the Intergovernmental Authority on Development (IGAD) have played an important role in the mediation efforts and have consistently called for both parties to respect the cessation of hostilities to solve the ongoing crisis in South Sudan and commit fully to the mediation process. Although South Sudan is not subject to an UN Arms Embargo, we have been clear that the actions of its neighbours should not in any way exacerbate the conflict. South Sudan has been subject to an EU Arms Embargo since its independence.

We welcome the decision by the Inter-Governmental Authority on Development (IGAD) to deploy troops to provide protection to the IGAD Monitoring and Verification Mechanism (MVM) in South Sudan. The protection force will be integrated into the UN Mission in South Sudan (UNMISS) structure, and under UN command, to ensure impartiality and alignment with UN Security Council Resolution 2155.

We strongly support the decision made at the Inter-Governmental Authority on Development (IGAD) Summit of 27 December to appoint mediators that have extensive regional experience and established relationships with all parties. In discussions with regional leaders, the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), and the Under-Secretary of State, my hon. Friend the Member for Boston and Skegness (Mark Simmonds) have continued to stress the importance of neutrality in bringing both sides to the negotiating table. We welcome the fact that both parties have accepted the role of the mediators, and that these discussions led to the signing of a cessation of hostilities agreement in Addis Ababa on Thursday 23 January.
We are clear that this is only the beginning of a peace process, and there has not yet been an end to the fighting on the ground. We continue to support the efforts of the IGAD mediators and other international actors by urging all parties to abide by the cessation of hostilities agreement and to begin to engage on a broader political process.
