The Minister of State for International Development, Latin America and Caribbean, led the UK's delegation at the Fourth Financing for Development Conference (FfD4) in Seville. Alongside the Minister, fourteen Foreign, Commonwealth and Development Office (FCDO) officials supported and represented the UK at a range of events, including two UK-led initiatives, across the four days of the conference. No Special Advisors attended. The UK contributed £250,000 to the United Nations Department for Economic and Social Affairs FfD4 Fund to support participation from accredited civil society organisations and academia primarily from developing countries.

The UK continues to engage in preparatory discussions in relation to the 4th International Conference on Financing for Development (FfD4). The UK is committed to attending the FfD4 in June 2025 and we are working through the UK's delegation, at official and ministerial levels. The budget will be allocated to facilitate attendance accordingly.

The UK views the Fourth Financing for Development Conference (FfD4) as a pivotal moment to secure global consensus on a modernised development finance landscape that addresses the interlinked challenges our world is facing: be that climate change, stagnating growth, stalling poverty reduction, increasing vulnerability or rising conflict. Reforming the Global Financial System must be at the heart of our efforts.
As we are three months away from the conference, we have not yet finalised the UK's delegation, at official and ministerial levels. The UK is committed to attending FfD4 at senior levels, demonstrating UK commitment to the financing for development agenda.

As Secretary of State for International Development I led the UK delegation at the third International Conference on Financing for Development in Addis Ababa. In the run up to the conference, the UK Government undertook a programme of consultations on the FFD agenda with a range of stakeholders, including BOND, the UK membership body for organisations working in international development, whose members include Christian Aid and CAFOD.

I look forward to attending the Financing for Development (FFD) Conference in Addis Ababa. My officials are fully engaged in concluding the negotiations in the UN General Assembly to prepare the outcome document for the Conference. Our priority is to ensure that the Addis outcome provides a strong framework for resourcing the delivery of the post 2015 agenda over the coming years – taking into account all available forms of development finance, as well as non-financial means of implementation; and balancing responsibility for delivery between all actors.
In parallel, the UK is working on preparations for the Conference itself to ensure an ambitious and successful event.

Negotiations are still underway and we are working to ensure the UK priorities form a core part of the agenda going forward.

The UK is helping developing world countries collect more tax, for example through DFID-funded HMRC teams working in Pakistan and several other countries, and we are ensuring developing countries are participating in international processes, for example they are directly involved in the G20/OECD Base Erosion and Profit Shifting (BEPS) process and efforts by international organisations to produce practical toolkits to help developing countries implement new BEPS standards. We will continue to champion these and other important efforts to reform domestic and international tax systems at the UN Financing for Development conference.

The UK Government is proud to have fulfilled our commitment to spend 0.7% of GNI on ODA, and intends to continue to do so. Within this, it is important to maintain the flexibility to target our programme to the areas where support is most needed, and where UK development assistance can have greatest impact. For this reason we do not support sub targets on Official Development Assistance (ODA) to specific sectoral areas.
