To ask His Majesty's Government what plans they have, if any, to join (1) the International Science and Technology Center, and (2) the Science and Technology Center in Ukraine.
His Majesty's Government (HMG) already engages with the International Science and Technology Center and the Science and Technology Center in Ukraine; we have no current plans to join them. HMG aims to ensure that science and technology underpins Ukraine's recovery and is exploring ways to deepen our connections and engagement with a range of institutions in Ukraine. To date, the focus has been on supporting researchers at risk, a twinning programme for UK and Ukrainian universities and supporting the tech sector, which will be a focus for the forthcoming Ukraine Recovery Conference.

The Government recognises that the ISTC has played a valuable role in preventing the proliferation of Weapons of Mass Destruction-related scientific and technical expertise from former Soviet programmes, and mitigating broader chemical, biological, radiological and nuclear (CBRN) risks. However, HMG currently funds only a small number of projects through the ISTC. After careful consideration, we have therefore concluded that the recent and currently anticipated level of UK engagement with the ISTC would not warrant the expected costs of future UK membership of the ISTC as a Funding Party. The UK will continue to play a leading international role in countering the proliferation of weapons of mass destruction and related expertise, and mitigating CBRN risks, including funding projects through the ISTC, where appropriate.

The UK is currently funding one project with the International Science and Technology Centre which is due to conclude in March 2019, and is not currently working on any projects with the Science and Technology Centre in Ukraine.
Following the UK’s withdrawal from the EU, we would consider whether to fund projects with these organisations on a case by case basis, depending on their importance for meeting our international non-proliferation and security objectives.
