I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Terry Rooney, dated 10 July 1997: As the Employment Service is an Executive Agency, the Secretary of State has asked me to reply to your question about Jobplan, Restart Courses, Workwise and Worklink, 1-2-1 and Project Work. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. The information you have requested on Jobplan, Restart Courses and Workwise (known as Worklink in Scotland) is given in Table 1. Information about 1-2-1 and Project Work is given in Tables 2 and 3 respectively. However, we do not hold the information in the format in which you have requested it. It may help if I explain that during 1-2-1, jobseekers are offered concentrated help with an Employment Service adviser during a series of up to six caseload interviews. Figures for referrals to 1-2-1 are therefore shown as `Cases Opened'. Information on the number of caseload interviews each jobseeker attends or completes is not collected. Whilst they can attend up to six, this is dependent on whether they achieve a positive outcome before the final interview. For Project Work, the reason that the information is not available in the form you have requested is that this pilot consists of two parts. The first part, which begins with a Restart interview with an adviser, is a period of intensive help during which participants are offered the full range of programmes available to long term unemployed people as well as a series of caseload interviews with an adviser. If the person is still unemployed at the end of the period of intensive help, they are required to attend a work experience programme with a provider. Separate information for the same cohort on the number of people referred to a Project Work provider is not available. The outcomes reported therefore relate to both parts of the pilot. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Bernie Grant, dated 2 June 1997: The Secretary of State has asked me to reply to your question regarding expenditure by the North London District of the Employment Service on a number of programmes since 1987. This is something that falls within the responsibilities delegated to me as Chief Executive of the Agency. The table below outlines expenditure by the North London District of the Employment Service on Jobclubs, Restart, Jobplan, Workwise and Community Action since 1993. I will turn to the other programmes you mention later. I should explain that we have only provided information going back to 1993 because it is our policy to hold records of expenditure regionally for three years. However, I hope that you will find the information given below helpful. I ought to say that Workwise was not introduced until April 1995 and that the Community Action programme ran from November 1993 to June 1996. Letter from Robert Horne to Mr. Terry Rooney, dated 21 March 1997: The Secretary of State has asked me, in the absence of the Chief Executive, to write to you direct to respond to your question about claimants in receipt of Jobseeker's Allowance (JSA) and referrals to Jobplan, Workwise and Restart Courses 1-2-1 and Jobfinder caseloading. It may help if I explain that Jobplan, Workwise and Restart Courses are short programmes which help people compete more successfully for jobs and opportunities by allowing them to establish clear job goals and review their strengths and skills and the way they sell themselves to prospective employers. They are delivered on the Employment Service's (ES) behalf by organisations from the public, private and voluntary sectors. In the main, jobseekers are referred to Jobplan and Workwise when they have been unemployed for at least 12 months and to Restart Courses when they have been unemployed for two years or more. 1-2-1 and Jobfinder (from April 1997) offer a series of caseload interviews, with an ES adviser, for jobseekers who have been unemployed for one year or two years or more, respectively. Through the interviews ES advisers are able to offer jobseekers concentrated help to encourage more effective job search; develop self-motivation; and help set clear goals for jobseekers to achieve. Where a jobseeker is attending a Jobclub, they would still be expected to attend Jobfinder caseload interviews. However arrangements would be made so that the jobseeker could continue to attend the Jobclub, in addition to attending a caseload interview. Indeed, the caseload interviews will complement the activity in Jobclub. However, Jobclub members would not normally be directed to attend 1-2-1, Jobplan, Workwise or a Restart Course, whilst still actively and regularly attending the Jobclub. If a jobseeker is due to start full-time education, a training course or a job in the near future, it is at the discretion of ES advisers as to whether they refer the individual to any of these programmes. However, where there is a firm offer (usually in writing) and the course or job is due to start shortly, we would not normally expect the jobseeker to be referred to a programme. However, if they do not subsequently take up the course or job they will in most cases be referred to the relevant programme. I hope this is helpful.

Fogden to Mr. Alan Howarth, dated 29 October 1996: The Secretary of State has asked me to reply to your question about the number of people formerly in receipt of Incapacity Benefit who have signed on as unemployed during the year April 1995 to April 1996, and how many have subsequently been referred to various employment programmes. This falls within my responsibility as Chief Executive of the Employment Service. I have set out as much of the information you requested as we have available in the attached tables. It is not, however, possible to provide the figures you request for referrals to Placing, Assessment and Counselling Teams (PACTS), as prior to the current financial year these were not counted. Instead I have provided figures for the number of assessments undertaken for people with disabilities. It may be helpful if I explain that the purpose of assessment is to help jobseekers identify a realistic work goal, and steps to achieve their goal. Assessment can consist of interviewing and counselling, occupational inventories, work samples and psychological tests, using whatever methods are appropriate to clients' needs. Assessment is delivered by Disability Employment Advisers (DEAs), Occupational Psychologists and other internal and external specialists. In addition, the figures for the number of people who have started on Job Interview Guarantee (JIG) in the current financial year, are included in "Numbers of Starting in Other Programmes". Access to Work starts are included in "Numbers starting on specialists programmes" in both financial year. I hope this is helpful.
