To ask the Secretary of State for the Home Department, if she will make an assessment of the potential merits of sharing information between Border Force and Kent Police on HGV drivers that repeatedly break the speed limit.
To ask the Secretary of State for the Home Department, if she will make an assessment of the potential merits of sharing information between Border Force and Kent Police on HGV drivers that repeatedly break the speed limit.
The allocation of resources and deployment of officers in Kent is an operational matter for Kent Police’s Chief Constables to determine in line with local policing plans and in conjunction with their Police and Crime Commissioners.
Excess speed is a major cause of death and serious injury on our roads and anyone who breaks the speed limit should expect to face proper sanction.
Any form of dangerous or inconsiderate driving behaviour is a serious road safety issue. We expect all drivers to observe the speed limit.
To ask the Secretary of State for the Home Department, what assessment she has made of the adequacy of funding levels for Kent Police.
To ask the Secretary of State for the Home Department, what assessment she has made of the adequacy of funding levels for Kent Police.
This Government is committed to ensuring that the police have the resources they need to tackle crime effectively.
Kent Police’s funding will be up to £431.5m in 2024-25. This is in addition to £4m provided for the 2024-25 pay award which has been allocated outside of the police funding settlement.
As announced at the Autumn Budget 2024, the settlement will increase the core government grant for police forces and help support frontline policing levels across the country.
Force level funding allocations for the financial year 2025-26 will be confirmed at the forthcoming police funding settlement. Funding for future years beyond 2025-26 will be set out in phase 2 of the Spending Review.
I thank my right hon. Friend for her tireless campaigning on behalf of the people of Rochester and Strood. Kent has record police officer numbers at 4,261, which is about 10% more than it ever had under the last Labour Government. We intend to review the police funding formula. I strongly urge Medway Council to get on with putting that PSPO in place.

Constituents and businesses are being impacted by illegal car racing and meets. The Labour council is dragging its heels on implementing a public spaces protection order and Kent police have been working hard to tackle it, but resources are precious. Will my right hon. and learned Friend look at how Kent police are funded? They are having to deal with increasing activity in this area and, being so close to London, we are seeing increasing burdens from criminality.

In line with existing processes, we are in regular contact with Kent Police and the Local Resilience Forum regarding migrant crossings in the Channel. These discussions have continued during the covid-19 response and have been factored into operational planning.
Border Force and Immigration Enforcement are continuing to keep the UK’s border secure and have robust contingency plans in place to respond the covid-19 pandemic driven by the latest scientific and medical advice. In line with that advice to date, no changes have been required at the UK border.
Working with the Department for Transport and the Maritime and Coastguard Agency, Border Force Maritime have worked with commercial operators and Port Security Officers to ensure that sightings of potentially suspicious small vessels are reported immediately.
Additionally, Border Force have worked with HM Coastguard to increase safety broadcasts to all vessels in the Channel, encouraging them to look out for and report small vessels. Border Force Maritime continues to encourage the public and industry to report suspicious activity and reduce the threat from organised crime and terrorism. Regional General Maritime teams have been bolstered to further improve their capability to receive and process migrants.
The Kent Multi-Agency Hub brings together officers from the police, National Crime Agency, Border Force, HMRC and Immigration Enforcement to share, develop and analyse intelligence between agencies.

To ask the Secretary of State for the Home Department, what estimate she has made of the number of times the Vagrancy Act 1824 has been used by Kent Police since 2015.
The information requested is not centrally available as the Home Office only collects data on police activity in relation to notifiable offences, that is, those indictable or triable-either-way cases that may be heard at a Crown Court. Offences under the Vagrancy Act are not notifiable.

To ask the Secretary of State for the Home Department, what financial assistance he plans to provide to Kent Police in the event that the UK leaves the EU without a deal.
The Government is confident that we will secure the right deal for the UK’s exit from the European Union. We are working with the police to make appropriate plans should they be required. Any force which faces significant unexpected costs may apply for additional funding through the Police Special Grant in the first instance. Kent Police has made a request for funding through Special Grant in respect of planning costs, which is being considered.
I can certainly do that. Kent police is regularly rated excellent for the good service it delivers. It performs well across all strands of inspection and has been rated outstanding for the legitimacy with which it keeps people safe and reduces crime. Through my hon. Friend, I would like to congratulate the commissioner, the leadership and all the frontline officers in Kent for the outstanding work they do.

Will the Minister join me in congratulating Kent police, which has been rated outstanding for the third year in a row by Her Majesty’s inspectorate of constabulary?
It is the only police force to get such a rating and is doing a fantastic job in keeping the residents of Kent and Medway safe.

In the event that Kent Police take the decision to activate Operation Stack, Highways England stands ready to support them in managing the M20, including arranging traffic management measures and the assistance of Highways England Traffic Officers. Work has also already been done to ready Manston Airfield for use as a lorry holding area should it be required.
