The Army’s Project CENTAUR has now concluded, having successfully delivered equipment that enables beyond line-of-sight connectivity and supports more resilient and distributed command and control arrangements for deployed land forces, under the Land Domain Command, Control, Communications and Computers (LDC4) Programme. The upgrades are now being operated as an experimentation and innovation capability, with its outputs informing future Army communications capability decisions.

The Department’s plans for the next generation of Tactical Communication and Information Systems capability are being developed through the Army’s Land Domain Command, Control, Compute and Communication (LDC4) Programme.
LDC4 brings together and builds on the former Land Environment Tactical Communications and Information Systems (LETacCIS) Programme and its component projects and is intended to provide the framework for sustaining and modernising land tactical communications and information systems.

Delivery Confidence Assessments reflect that moment in time and will change throughout a programme's lifecycle. An assessment of Red does not mean that the programme is undeliverable, but that there are management interventions required as a priority in order to increase the likelihood of being able to deliver to approved time, performance and cost.
The National Armaments Director holds all the levers of procurement, enabling the necessary interventions to be applied in support of programmes assessed as Red.

Following the closure of the Evolve to Open Transition Partner Contract in 2023, the Army has sought to achieve the objectives of MORPHEUS through iterative and incremental delivery. The Army has already demonstrated some of these capability goals through Project ASGARD. The Army continues to deliver tactical communications updates and upgrades across Defence and therefore the objectives of Project MORPHEUS remain ongoing under the revised Land Domain C4 sub-portfolio.

MORPHEUS is a project within the Land Environment Tactical Communications and Information Systems (LETacCIS) Programme with the aim of delivering the next generation of Communication and Information Systems to forces operating in a Land Tactical Environment, inclusive of the Royal Navy in the littoral environment and elements of the Royal Air Force.
MORPHEUS was initiated to replace Bowman, MOD’s current in-service Tactical Communications and Information System capability, and aimed to:
- Exploit modern technology to deliver a new, more capable baseline capability from which we can more rapidly evolve
- Enable easier and more effective interoperability, both with other UK systems, and with allies
- Lower the training burden on users, through more intuitive interfaces
- Avoid vendor lock-in, and use competition to drive Value for Money
- Employ open architectures, to more easily integrate new technologies

TIQUILA is delivering Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) enabled Mini Uncrewed Air Systems (MUAS). TIQUILA will deliver Beyond Visual Line of Sight (BVLoS) persistent ISTAR information to Brigade Combat Teams across a wide-range of environmental and climatic conditions. This capability will support Light, Medium and Heavy manoeuvre brigades beyond visual line of sight.

The Land Environment Tactical Communication and Information Systems (LETacCIS) programme continues to make progress. Most recently, the programme has:
- Delivered the Networks element of Army’s Project ASGARD, providing the Dismounted Data System to the Forward Land Forces in Estonia.
- Through Project CENTAUR, the programme has modernised the in-service Bowman system by increasing the geographical operating range using beyond line-of-sight systems such as satellite communications and 4/5G.
- Delivered into service 1360 modern software-defined radios through the Multi-Mode Radio project, providing the Field Army with a step change in interoperability and capability.
- Commenced a strategic reset from LETacCIS to Land Domain C4 to align with the principles set out by Army’s Project IRIS.
The programme has also been upgraded from RED to AMBER in a recent independent assurance review led by the National Infrastructure and Service Transformation Authority (NISTA). This assessment recognises the significant progress to transform and deliver digital capability at the pace of relevance.
