To ask the Secretary of State for Transport, what assessment she has made of the potential impact of additional heavy goods vehicle movements associated with the Lower Thames Crossing on the condition of local roads in East Tilbury.
To ask the Secretary of State for Transport, what assessment she has made of the potential impact of additional heavy goods vehicle movements associated with the Lower Thames Crossing on the condition of local roads in East Tilbury.
An assessment of the potential effect of construction traffic, including Heavy Goods Vehicles (HGVs), on the local road network was undertaken as part of the Development Consent Order application for the Lower Thames Crossing. This is set out in Chapter 8 of the project's Transport Assessment.
To mitigate impacts on local roads, an offline haul road network is being implemented to reduce the level of construction traffic. Construction traffic is managed through a suite of control documents, and detailed plans for the works underway have been signed off by the Secretary of State following consultation with relevant stakeholders, including Thurrock Council.
To ask the Secretary of State for Transport, pursuant to the Answer of 10 July 2026 to Question 15001 on Heavy Goods Vehicles, if she will publish the analysis referred to in that Answer before the next consultation on Heavy Goods Vehicle regulations.

As set out in our previous answer, we will include analysis alongside the next consultation document on when the total cost of ownership of zero emission heavy goods vehicles will reach parity with equivalent diesel vehicles without government subsidy.
To ask the Secretary of State for Transport, if she will provide the total number and the total value of successful claims by Network Rail to claim back from hauliers costs incurred by bridge strikes.
To ask the Secretary of State for Transport, if she will provide the total number and the total value of successful claims by Network Rail to claim back from hauliers costs incurred by bridge strikes.
Network Rail's bridge strike data does not record whether an incident was caused by a haulier, bus operator or other heavy goods vehicle. Since the start of Control Period 7 (1 April 2024), Network Rail has recovered £16.28 million in costs arising from bridge strikes. During this period, Network Rail has pursued 3,162 recovery claims, of which 822 resulted in a financial recovery.

To ask the Secretary of State for Transport, what assessment she has made of the need for different traffic light phasing for HGVs leaving Brampton Hut Services.
National Highways is responsible for the operation of traffic signals at the Brampton Hut interchange.
The arm of the roundabout used by vehicles exiting Brampton Hut Services is not itself controlled by traffic signals. Instead, those vehicles enter the roundabout during short gaps in the wider signal sequence, known as intergreen periods. At this interchange vehicles have an approximately 6 second window to join the roundabout.
National Highways reviewed and changed the operation of the signals at the interchange in February 2026 to improve efficient traffic flow and has no current plans to amend the signal phasing. The signals will be reviewed again as part of planned refurbishment works during the 2026 to 2031 Road Investment Strategy period, currently expected in 2029-30.

To ask the Secretary of State for Transport, why the Office of Rail and Road does not publish thermal comfort guidance for road drivers; for what reason air conditioning is not legally required in lorries and vans; and if her Department will take steps to begin collecting statistical data on...
The Office of Rail and Road does not have a role in monitoring, regulating or setting standards for vehicles or drivers. The Department for Transport has no current plans to begin collecting statistical data on cab temperatures in road vehicles.
Heat is classed as a hazard and should be treated by employers like any other hazard. There is a legal obligation under the Management of Health and Safety at Work Regulations 1999 for all employers to make a suitable assessment of the risk to workers and act where necessary. Detailed guidance for employers and workers about temperature in the workplace is available from the Health and Safety Executive website. The guidance is not written for specific job roles, such as delivery drivers, but includes information on how to undertake a thermal comfort assessment and outlines measures that can be taken to improve thermal comfort and reduce the risk of heat stress.
To ask the Secretary of State for Transport, whether she has made a recent assessment of the adequacy of enforcement of restrictions on HGVs using rural roads with weight limits.
To ask the Secretary of State for Transport, whether she has made a recent assessment of the adequacy of enforcement of restrictions on HGVs using rural roads with weight limits.
The department has not made a recent assessment of the adequacy of enforcement of restrictions on HGVs using rural roads with weight limits. The department keeps policies relating to HGVs, including those concerning vehicle weights and dimensions, under review.
Restrictions on the use of specific roads, including weight limits, are determined by the relevant traffic authority, which is responsible for considering local circumstances and whether such measures are appropriate. Enforcement of these restrictions is a matter for the police, supported by the DVSA. DVSA adopts a targeted, intelligence-led approach to enforcement, focusing resources on areas of greatest risk and non-compliance while minimising unnecessary burdens on compliant operators.
