Paul Holmes: To ask the Secretary of State for Health what definition he uses, in the context of the new priorities for the Learning Disability Development Fund, of a NHS Campus; which NHS trusts include a campus within their provision; how many people with a learning disability there are in each campus setting; and what targets have been set for the reprovision of campuses into more appropriate settings in the community. [222624] Dr. Ladyman: A national health service residential campus is a: "Service operated by an NHS Trust comprising housing, some of which will be clustered on one site, together with some shared central facilities and developed as a direct result of the closure of NHS hospitals". Valuing People, Department of Health, March 2001. A survey was undertaken on behalf of the Valuing People support team (VPST) in 2003. Data collection proved difficult, so the Department has confidence in the overall figures, but not in the individual NHS trust data. The current estimate is that there are approximately 3,000 people living in NHS campuses and approximately a further 3,000 people living in arrangements where NHS trusts are involved but in partnership with other providers. A further survey to improve accuracy is currently underway. In the implementation guidance for "Valuing People" (HSC 2001/016:LAC(2001)23), objective 6 is clear that people with learning disabilities and their families should be supported to have greater choice and control over where and how they live. Sub-objective 6.3 also states the intention of: "Enabling all people currently in NHS long-stay hospitals to move into more appropriate accommodation and reviewing the quality of outcomes for people living in residential campuses".

Mr. Burstow: To ask the Secretary of State for Health what monitoring his Department has undertaken to ensure that the funding announced to support Valuing People and allocated to strategic health authorities and primary care trusts was spent on initiatives to support Valuing People; how the remaining capital element of the LDDF was spent in 2002-03; and for what reasons the decision was taken to change the way the capital fund was distributed for 2003-04. [140474] Dr. Ladyman: Capital allocations from the Learning Disability Development Fund (LDDF) are included in monthly returns which strategic health authorities (SHAs) make to the Department. It is for SHAs to monitor how individual primary care trusts and national health service trusts use the funds. Local authorities provide information to the Department about the use of the revenue element of the LDDF as part of their delivery and improvement statements. In 2002-03, the allocation of the LDDF capital was handled centrally. Learning disability partnership boards were invited to submit bids as part of their joint investment plans. £16.7 million of the £20 million available was allocated to support the development priorities for capital investment in the learning disability White Paper "Valuing People". It was not possible to spend the full amount because of the long lead in time on capital projects and the remaining £3.3 million was therefore used on other centrally funded projects. In accordance with our policy of decentralisation, it was decided to simplify the procedure for 2003-04 and enable decisions about the use of the money to be taken as closely as possible to the point of spending. The £20 million per annum LDDF capital was therefore distributed to SHAs as part of their three-year strategic capital allocations. This enabled us to issue their funds to them more quickly. Given the long lead in for many capital schemes, making three-year allocations should also enable the SHAs to make better use of the money. SHAs were informed about the change of procedure through the Chief Executive's Bulletin and a more detailed note setting out the priorities for use of the fund was included on the Department's web site.

Mr. Paul Burstow: To ask the Secretary of State for Health how much funding has been allocated to the provision of services for people with learning disabilities since the publication of the White Paper "Valuing People"; how this funding has been spent; and what funding remains unallocated. [138187] Dr. Ladyman: Over £3 billion a year is spent on health and social care provision for people with learning disabilities. The White Paper, "Valuing People: A New Strategy for Learning Disability for the 21st Century" (Cm 5086), published in March 2001, which set out our proposals for improving services for people with learning disabilities, their families and carers, announced two new funds to support its proposals: the implementation support fund (ISF) from April 2001 and the learning disability development fund (LDDF) from April 2002. Funding has been allocated to support priorities set out in "Valuing People". Money from the £2.3 million ISF was fully allocated in both 2001-02 and 2002-03. We expect it to be fully allocated in 2003-04. Funding has been used to support a range of work, including: The development and support of advocacy services The setting up and support of the national forum of people with learning disabilities and its network of regional forums The preparation, publication, and dissemination of good practice guidance on a range of subjects The setting up and support of the Learning Disability Telephone Information and Helpline (funded jointly with MENCAP) Extension of the learning disability awards framework. The LDDF was introduced in April 2002. £2 million of the £22.6 million revenue element available in 2002-03 was used to support the "Valuing People" support team and its related activities. The remainder was distributed to health authorities on a pro-rata basis to be used as agreed through their partnership board, with their partner local authorities to support the following priorities for service change: Modernising day centres Completing the reprovision of the remaining long-stay hospitals to enable people to move to more appropriate accommodation Developing supported living approaches for people with learning disabilities living with older carers Promoting the further development of advocacy Supporting the wider introduction of person centred planning Enhancing leadership in learning disability services. In 2003-04, £2 million was again allocated for the "Valuing People" support team, with £21 million being distributed to primary care trusts to be used on the above priorities for service change. The capital element of the LDDF comprises £20 million a year to be used on the following priorities: Enabling local providers to develop specialist services for people with severe challenging behaviour Developing integrated health and social services facilities for children and people with severe disabilities and complex needs Developing supported living approaches for people with learning disabilities living with older carers Implementing the results of person centred planning for people currently living in national health service campuses. In 2002-03, bids were invited from learning disability partnership boards and £16 million of the available £20 million was allocated. In 2003-04, the £20 million capital was allocated direct to strategic health authorities as part of their strategic capital allocations.
