I met the outgoing Chair of the Office for Legal Complaints (OLC) and Chief Ombudsman earlier this year. I am aware of the challenges that the OLC is facing, with new complaints rising 37% in 2025/26 compared to the previous year. Despite this, the Legal Ombudsman scheme is resolving more complaints than it has historically, having closed 8,199 cases in 2025/26 compared to 4,702 in 2020/21. Customers are benefiting from a focus on early resolution, with cases that are resolved early taking an average of 76.4 days, compared with 264.5 days across all cases.
However, the OLC acknowledges that high complaint volumes have affected its performance, and that backlogs and waiting times remain significant concerns. This year, it has embarked on an ambitious Scheme Transformation Review to fundamentally reconsider how the Legal Ombudsman operates. This will help it to develop a more agile, efficient and digitally enabled service capable of managing rising demand, improving customer experience and reducing waiting times.
Performance of the Legal Ombudsman scheme is monitored by Ministry of Justice officials at regular holding to account meetings with its executive team, in collaboration with the Legal Services Board.
