To ask the Secretary of State for Work and Pensions, what assessment she has made of the effectiveness of legally-binding poverty reduction targets on the number of children living in poverty in Liverpool Riverside constituency.
To ask the Secretary of State for Work and Pensions, what assessment she has made of the effectiveness of legally-binding poverty reduction targets on the number of children living in poverty in Liverpool Riverside constituency.
This Government is committed to tackling Child Poverty and the Child Poverty Taskforce is developing an ambitious child poverty strategy which we will publish in the autumn. The Taskforce will continue to explore all available levers to drive forward short and long-term action across government to reduce child poverty.
The Taskforce will be guided by the leading, internationally-recognised measure of poverty - Relative Poverty After Housing Costs (the proportion of families with below 60% of the median income, after deducting housing costs).
We will also measure the experience of children in the most severe and acute forms of poverty, which we are considering how best to measure as we develop the strategy.
These headline metrics will be supported by a range of other metrics as part of a monitoring framework to ensure the Strategy is on track to meet its aims.
The strategy is focused on metrics related to child poverty, but we are working closely with colleagues on complementary metrics across government. An example is the Plan for Change measure on the percentage of five-year-olds reaching a good level of development in the early years foundation stage assessment.

The closure of the post office that my hon. Friend mentions will trigger a further cash access assessment for her constituency. I would be pleased to arrange a meeting for her with the relevant Minister to look at the options for her constituency.

Everton, in my constituency, is the most deprived area in the country, and residents have received a double blow as a result of the imminent closure of Lloyds Bank and the planned closure of the Crown post office, which will have a devastating impact on residents and businesses alike. Will the Minister agree to meet me to discuss those closures and the desperate need for a banking hub in the area?

In Northern Ireland, we have made the most of over-the-shops apartment conversions as opportunities for housing. Does the Minister agree that the possibilities for the regeneration of high streets and town centres also include housing opportunities?

We have a shared ambition to ensure that our high streets are thriving communities for the people who live, shop or work there. We are delivering an integrated settlement for combined authority mayors in England, and have delivered a real-terms increase in funding for the Northern Ireland Executive—the largest since devolution began—to invest in exactly those types of local projects.

We have allocated more than £8 billion from 2022/23 to 2024/25, in addition to the £2 billion Elective Recovery Fund and £700 million Targeted Investment Fund already made available in 2021/2022 to increase elective activity, including for eye care services in Liverpool. NHS England is working with partners to support outpatient ophthalmology services closer to home and in the community through the use of technology and workforce skills in primary and secondary care.

When fully rolled out, Universal Credit will support low income families with around £60 billion a year across the whole of Great Britain. In addition, Universal Credit covers up to 85% of childcare costs, up from 70% in the old system.
The Department has made no assessment in Liverpool Riverside specifically. However we continue to evaluate progress as we roll out Universal Credit nationally in a careful and co-ordinated way, reviewing against key measures, to ensure safe and secure delivery.
We know that work is the best route out of poverty, and Universal Credit is designed to strengthen incentives to move into and progress in work. The impact of Universal Credit cannot be considered in isolation– it is a key component of a broader strategy to move Britain to a higher wage, lower welfare, lower tax society.
