Fuel markets are governed by competition and consumer law, overseen by the Competition and Markets Authority (CMA). The Government and the CMA are closely monitoring petrol and diesel prices in light of instability in the Middle East, and the Chancellor and Secretary of State recently met with fuel retailers to set out a clear message: unfair practices will not be tolerated.

We are also engaging regularly with refiners, importers and distributors to ensure any emerging risks are identified and managed promptly. The government has also introduced the statutory Fuel Finder scheme, which will increase transparency for UK road fuel prices and the CMA have the power to take enforcement action for non-compliance.

In December 2025, the government announced that almost half of the £375 million Post‑16 Capacity Fund would be devolved to strategic authorities to support further education colleges, sixth‑form colleges and 16 to 19 academies in expanding estate capacity to meet the demographic increase in learners. Devolved areas have broad scope to design their post-16 capacity programmes to meet local needs and best deliver the increase in capacity.

Liverpool City Region Combined Authority (LCRCA) has received a share of this devolved funding. It will be for LCRCA to determine which projects best deliver the increased 16 to 19 capacity in their area. They will have until 2029/30 to deploy this funding and deliver the additional places.

The department is working closely with Liverpool City Council and local general further education (FE) colleges to ensure there is sufficient post-16 provision in Liverpool Walton and the wider city region.

In October 2025, we published the Post-16 Education and Skills White Paper, setting out our reforms to the skills system in England, which will develop the skilled workforce our economy needs.

Reforms include the introduction of V Levels to sit alongside A and T Levels, the Further Study pathway, designed to support students to progress onto V, T or A levels and also the Occupational pathway which will support students to develop the skills needed to progress into employment or an apprenticeship.

Liverpool Walton students will continue to access high quality post-16 education through school sixth forms, specialised alternative providers and outstanding FE colleges and universities within the city region.

The Breast and Cosmetic Implant Registry (BCIR), set up in 2016, collects all implant data, and explant data where possible.

Practically, it is always difficult and often impossible to identify a model and product code on an explant. If explanted devices, or patients undergoing explant, cannot be linked to data collected at time of implant, then this often reduces explant data to 'patient, surgeon, location, date'. This in turn makes it impossible to monitor trends in explant/failure.

NHS England is in the process of clarifying and mandating the detail required in the BCIR and other device-related collections.

This will place a greater responsibility on trusts to either identify a device at the point of explant, or to identify the device from internal trust records created during the same patient's implant procedure. This will only be possible if the implant and explant are performed at the same trust. It is then the intention of NHS England to provide the same matching service for implant/explant where the trusts differ.

This solution will, when implemented, give a full, proactive picture of device longevity/risk, for the purposes of research and surveillance, alongside the existing ability to identify patients affected by a device recall notice.

The Government recognises that cash continues to be used by millions of people across the UK, including those in vulnerable groups, and is committed to protecting access to cash for individuals and businesses. Furthermore, the Government recognises that businesses need access to cash deposit services in order to continue accepting cash.

LINK publishes data on the number of ATMs across each parliamentary constituency. In the constituency of Liverpool Walton, LINK data identifies 46 free-to-use ATMs out of 75 cash access facilities across the constituency. There are also 40 Post Office branches in the wider Liverpool area where you can deposit and withdraw money.

The Government recognises that some individuals may need assistance, including in-person assistance, to support their access to cash, and is committed to ensuring appropriate services are in place to support this.

This is why the Government is working closely with industry to roll out 350 banking hubs across the UK. The UK banking sector has committed to deliver these hubs by the end of this parliament. These hubs will provide small businesses and individuals who need face-to-face support with critical cash and in-person banking services. Over 100 Banking Hubs are already open across the UK.

The department publishes national statistics on those not in education, employment or training (NEET) for England from the labour force survey for young people aged 16 to 24. However, these are only published at national and regional level due to limitations with sample sizes for lower-level geographies. Therefore, NEET rates for young people aged 16 to 24 cannot be provided for the area requested. Local authorities are required to encourage, enable or assist young people’s participation in education or training and return management information for young people aged 16 and 17. This data shows that of the 10,372 young people aged 16 and 17-years-old who were known to Liverpool local authority around the end of 2022 (average of December 2022, January 2023 and February 2023), 885 were NEET or their activity was not known (530 known to be NEET and 355 young people whom the local authority could not confirm their activity). These are not national statistics but published as transparency data so some caution should be taken if using these figures. Data is not available for Liverpool, Walton constituency.

In addition, 16 to 18 destination measures are published. These official statistics show the percentage of pupils not continuing to a sustained education, apprenticeship or employment destination in the year after completing 16 to 18 study, that is 6 months of continual activity. This can be used as a proxy for NEET at age 18. The reforms to Jobcentres across Great Britain that we have announced in the recent Get Britain Working White Paper will be transformative.

Key to the White Paper’s successful delivery will be ensuring it is locally responsive and engaged. This will mean it will operate differently in different areas to reflect local systems and needs.

We will work closely with key partners, including Mayoral Combined Authorities, as we design, develop and test the new service into the next year. These tests will help us discover how we can shape a local service, while the UK Government maintains overall accountability for it.

In the Get Britain Working White Paper, the Government announced £45 million of funding for eight trailblazers in England to test delivery of the Youth Guarantee. Liverpool City Region are one of the eight areas set to receive a proportion of this funding to support 18-21 year olds access education, training and employment opportunities in their area.

Working closely on the detail of the design and delivery in the Liverpool City Region, we will be able to maximise the difference it makes to young people’s lives locally. Further analysis will be available through the course of the trailblazer.

I thank my hon. Friend for his question and for hosting me when I visited after the riots. I extend all my sympathies to the businesses affected. There is no excuse under any circumstances for looting shops, or in this case burning down a library. I was very much affected by my visit. He knows that we work very much in collaboration with the Association of British Insurers to ensure that claims are processed quickly. I thank the Secretary of State for his visit to the Spellow library hub on County Road in my constituency in the days after the riots. He saw the challenges that the area faces. Psychological support is available for those who are beneficiaries of the England Infected Blood Support Scheme (EIBSS), and their families. The EIBSS provides a grant of up to £900 a year for beneficiaries and family members to access counselling and National Institute for Health and Care Excellence approved talking therapies. A bespoke psychological support service for infected blood victims, commissioned by NHS England, is currently being developed, intended to go live in early Summer 2024.

The 2022 Autumn Statement announced significant additional core schools’ funding, increasing by £2 billion in 2023/24 and 2024/25, over and above totals announced at the Autumn Budget and Spending Review 2021. Taken together with the Dedicated Schools Grant allocations, core schools’ funding for both mainstream and high needs schools is increasing by £3.5 billion in 2023/24, compared to 2022/23. The core schools’ budget will total £57.3 billion in 2023/24 and £58.8 billion in 2024/25.

The Institute of Fiscal Studies has said that this additional funding will fully cover expected increases in school costs up to 2024 and will take spending per pupil back to at least 2010 levels in real terms. That means 2024/25 will be the highest ever level of spending on schools in real terms per pupil.

Mainstream schools in the Liverpool, Walton constituency are attracting an extra £2.5 million in 2023/24 compared to 2022/23 through the schools national funding formula (NFF). This is an increase of 2.2% per pupil in their pupil-led funding. Schools in Liverpool, Walton will attract over £87 million, based on the schools NFF. Constituency figures are based on an aggregate of school allocations.

All schools in Liverpool, Walton will also receive additional funding through the Mainstream Schools Additional Grant. This additional funding is worth an average 3.4% per pupil in 2023/24.

The latest data estimates that 55% of legacy claimants could be better off on Universal Credit. A national multi-channel advertising campaign launched in March. It is focused in particular on tax credit customers and encourages them to use an independent benefits calculator and seek independent advice to find out if they could be better off and help them decide whether to move to Universal Credit voluntarily.

On the 25^th April, the Department published its Completing the Move to UC Strategy for Universal Credit. This document explains how the department will ensure that the 2.6m households currently on legacy benefits will migrate to Universal Credit by the end of 2024.
