The Government is committed to strong collaboration with local government on net zero, as demonstrated by having recently signed up to CHAMP - the Coalition for High Ambition Multilevel Partnerships for Climate Action.
The previous government ran the Local Net Zero Forum of which terms of reference, membership and meeting minutes can be found on the Local Net Zero Forum gov.uk page. The Government is currently reviewing the approach and will set out plans in due course.

The Local Net Zero Forum has met five times at official level and held a ministerial level meeting on 09 February 2023. Forum discussions feed into ongoing policy and delivery work but the Forum itself does not make decisions or produce publications.
A general debate on the role of local government in delivering net zero is scheduled for Monday 5 June. The debate, selected by the Backbench Business Committee, will be led by Wera Hobhouse MP.

The Government responded to the National Audit Office’s recommendations that the decarbonising roles for national and local authorities be clarified in the Net Zero Strategy. This sets out the Government’s commitments to enable local areas to deliver net zero, including setting clearer expectations on how local and national authorities interact in the delivery of net zero. The Government will use the Local Net Zero Forum to discuss these issues with local government.
The Government is in the process of establishing the Local Net Zero Forum. It will be a cross departmental effort and will bring together national and local government senior officials on a regular basis to discuss net zero policy and delivery options.
