To ask the Secretary of State for Transport, what progress he has made on releasing funding for East Riding of Yorkshire Council from the Local Transport Fund.
The Department of Transport pays local transport funding to Local Transport Authorities (LTAs). East Riding of Yorkshire council is a constituent authority of Hull and East Yorkshire Combined Authority, which acts as the LTA.
Hull and East Yorkshire Combined Authority will receive a total local transport settlement of £288,222,764 from the Department for Transport over the Spending Review period (2026/27 to 2028/29 for RDEL and 2029/30 for CDEL). This is paid as a single Mayoral Transport Fund, giving Hull and East Yorkshire the freedom and flexibility to support the strategic priorities of the local transport network.

The funding empowers local leaders to invest in the transport policies that matter most to people in their area, and that could include rail studies. Guidance will be published shortly to support local leaders in developing their plans, but it will rightly be a local decision.

shelters or whatever else in Beverley and Holderness? The Minister is aware of my championing, alongside Labour colleagues, Liberal Democrat colleagues and the councils across the whole area, of the reopening of the Hull to York line through Beverley. I am delighted to hear him confirm today that that funding can be used to explore and produce a refined demand model for that railway. Will he confirm that?

The Department is working with His Majesty’s Treasury to agree the funding profile for the Local Transport Fund as well as the split between capital and revenue funding. The Department will provide advice for local transport authorities shortly on the scope, process and accountability framework for the new funding, to ensure that local authorities can develop delivery plans to make the most of it.

The Local Transport Fund is a £4.7 billion fund beginning in 2025 for seven years. The money will start to be paid from early next year, giving councils time now to prepare. The Department will shortly publish advice for local authorities. We will ask local authorities to determine their local transport priorities and develop delivery plans so that they are ready to deliver improvements with Local Transport Fund funding from April 2025.

The Department will very shortly publish advice for local transport authorities on the scope, process and accountability framework for the Local Transport Fund. It is my intention that locally elected representatives, working with their local MPs, decide how to spend this money to invest in the transport priorities that matter most to their area.
