The value of the Location Allowance for London-based staff, including senior civil servants, was increased from £3,250 per year to £4,250 in 2013. It has remained unchanged at its current level of £5,000 since April 2018.

For teachers, the geographical areas covered by the different teacher pay ranges were defined some years ago to reflect a practical approach to compensate teachers working in London.
The School Teachers’ Review Body has not recommended any changes to London pay ranges in recent years; however, the Department is currently considering what additional flexibilities should be built into the statutory pay and conditions framework as a result of our commitment on changes to pay and conditions through the Children’s Wellbeing and Schools Bill, and we will keep this matter under review.
For police officers, there’s London Weighting and London Allowance. There’s not an inner and outer London rate – it’s the same across all of London.
London Weighting and London Allowance were last reviewed by the Police Remuneration Review Body in the 2025/26 pay round.
Decisions on pay, including London weighting, are delegated to individual departments for grades below the Senior Civil Service (SCS); departmental policies on London weighting are not collected centrally. The SCS pay framework is managed centrally and only operates a national pay range.

MHCLG has separate National pay ranges and London pay ranges. Whether an individual is paid via the National or London pay range is based on the office they are formally assigned to. The MHCLG London pay range is only applicable to colleagues formally assigned to 2 Marsham St and MHCLG’s Hemel Hempstead office.

MHCLG has an established policy and salary change calculation that applies when colleagues transfer from the London to the National pay range or vice versa, this includes individuals being placed on the same relative position on their new pay range as they held on their old pay range, i.e. if the colleague was on the minimum of the London pay range they would move to the minimum of the National pay range.

It is for the Pay Review Bodies to make recommendations on the future geographic coverage of high-cost area supplements, and on the value of such supplements. As this is reflected in terms and conditions of service, any changes would need to be collectively agreed between employers and trade unions.
Alternatively, National Health Service employers or staff organisations in a specified geographic area can propose an increase in the level of high-cost area supplement for staff in that area.
In areas where no supplement exists, NHS employers can introduce a supplement where they feel there is evidence to support its introduction.
