Brian Cotter: To ask the Secretary of State for Trade and Industry what the cost of the Rover Task Force Modernisation and
Diversification programme has been to the Small Business Service in each of the last five years. [156682]
Ms Hewitt: The Rover Task Force was established early in 2000, led by the then Secretary of State for Trade and Industry, the right
hon. Member for North Tyneside (Mr. Byers). The Task Force considered how both the region's automotive supply chain could be
supported, and how the region's manufacturing base could be helped to modernise and diversify.
A package of funding for business support and regeneration of £129 million was agreed. £31 million of that figure was
administered by the SBS as part of the Modernisation and diversification programme. The funding package of the Rover Task Group is
invested in the automotive supply chain. No funding is provided direct to MG Rover itself.
To date a total of 1,600 businesses have been assisted by the Taskforce and 3,000 jobs have been safeguarded or created.

Mr. Wilson: My right hon. Friend the Secretary of State for Trade and Industry has now accepted the final report of the Rover task
force, which sets strategic priorities for the automotive sector and economic regeneration of the region. The funding of £129
million has already been fully allocated to good quality business projects in the region and unfortunately there are no resources
remaining. However there was no scope for funding projects from the voluntary sector.

Mr. Wilson: The Rover task force funds projects across the west midlands, which assist with the long-term economic regeneration of
the region. All parts of the west midlands will benefit from the investment in the region's long-term future. As it is a regional
initiative, data were not recorded on a local authority basis.

Ms Beverley Hughes: Negotiations for the sale of the Rover Group were a matter for the owners, BMW, and prospective bidders. The
West Midlands RDA, Advantage West Midlands, was not involved in those negotiations. However, Advantage West Midlands supported the
Rover Task Force established by my right hon. Friend the Secretary of State for Trade and Industry. Representatives of AWM, on
behalf of the Task Force, were involved in discussions with BMW and the bidders about their proposals, in order to understand the
likely impact on the regional economy.

Ms Beverley Hughes: Discussions on the future of the Longbridge Rover plant have been undertaken by my right hon. Friend the
Secretary of State for Trade and Industry. My right hon. Friend established a Task Force to assess the impact of Rover restructuring
on the West Midlands economy. He appointed Alex Stephenson, the Chairman of Advantage West Midlands as Chairman of the Task Force,
and received an interim report in April. My right hon. Friend met with the Task Force on two occasions, and is due to meet with them
before they submit their final report in June. The Government Office for the West Midlands is involved in working with the Task
Force, and helping to co-ordinate effort across a number of Government Departments.

Mrs. Heal: To ask the Secretary of State for Trade and Industry if he will make a statement on progress made by the Rover Task
Force. [120533]
Mr. Alan Johnson: When I announced the creation of the Rover Task Force on the day following BMW's decision to break up the Rover
Group, I asked it to look into the effect that would have on the Longbridge area of Birmingham and on the supplier chain and to make
recommendations about what should be done to lessen the impact.
The Task Force has 21 members drawn from and representing a wide range of organisations in the West Midlands and produced an interim
report published on 26 April. I have asked it to produce a final report at the end of June 2000.
In its interim report, the Task Force drew on over 1,000 questionnaires completed and returned to it by supplier chain companies and
from the work done by its five sub-groups which have been created to assess the impact both on individuals and businesses. The Task
Force has already provided telephone helplines for individuals and suppliers and a website. The report makes a number of additional
recommendations about short and medium term actions that should be taken to regenerate the region and action is already being taken
to support identified needs.
At the outset of the Task Force's work I committed £129 million to assist the people, communities and businesses of the West
Midlands affected by BMW's decision. I have already given approval for £12 million worth of support for the West Midlands supplier
chain companies from the £129 million. This will help them to draw up fresh Business Plans, find fresh markets, obtain export advice
and receive support for retooling and retraining. An additional commitment of £15.5 million, over and above the £129 million, has
been made to support individuals. This money is providing help through a Rapid Response Unit at Longbridge offering fast-track
access to benefits and training and is tackling re-skilling and re-training for workers from Rover and its supplier chain who will
be made redundant or whose jobs will be affected.
The Task Force has also been working with regional partners on: Bank support for business--ensuring a consistent and supportive
approach to suppliers dependent on Rover; and help for businesses to deal with this serious shock to the market. Tracking of each
individual who is made redundant so that progress can be monitored and additional support given if needed. The aim is to maximise
the successful redeployment of people and skills. Creating a Task Force People's Guide on available help for those facing
redundancy. This 60-page booklet has been printed and will be sent out shortly. Support for apprentices/graduate trainees to
complete their training and to maximise the retention of skills in the region and in the UK. A study into development of the region
for high-tech manufacture in the West Midlands, including A38 Corridor and Longbridge. West Midlands Regional Supply Office
activities to enable it to find alternative local customers for some present suppliers to Rover across the manufacturing sector.

Mr. Alan Johnson: The Rover Task Force produced an interim report that was presented on 26 April to my right hon. Friend the
Secretary of State for Trade and Industry, who welcomed the proposals.
My right hon. Friend the Secretary of State for Trade and Industry has pledged £129 million to assist the people and businesses of
the west midlands and the report made a number of recommendations about short and medium-term actions that should be taken to
regenerate the region. These include a number of initiatives that will tackle employee re-skilling and re-training for workers from
Rover and its supplier chain who will be made redundant or whose jobs will be affected. Funding of more than £27 million has been
approved to support this work, to help individuals and to aid supplier chain diversification which will include the re-training of
up to 4,000 workers.
The report also recommends three new initiatives to support employees which will: extend engineer secondments in the supply chain
group through major vehicle companies; create access to an innovative on-line training system for the automotive supply sector;
introduce a regional mechanism for the co-ordination of modern apprenticeships and new deal programme participants.

Mr. Alan Johnson: [holding answer 7 April 2000]: The Task Force set up by my right hon. Friend the Secretary of State is to assess
the impact on the supplier chain, and has created a Supplier Chain Sub-Group that is lead by Grahame Broome of SMMT. The sub-group
will not undertake an extensive programme of visits but is working with consultants Deloitte Touche to reach as wide a range of
suppliers as possible. So far, it has devised and sent out nearly 6,700 questionnaires to businesses in Rover's supplier chain. The
questionnaire is also available on an internet site and businesses are being encouraged to e-mail their responses.
More than 300 replies have been received so far and are being analysed to inform the Task Force's work on producing proposals that
will support component manufacturers, develop their employees, strengthen their competitiveness and assist their efforts to
diversify into new sectors.

Mr. McCabe: To ask the Secretary of State for Trade and Industry what measures he proposes to promote enterprise within
disadvantaged areas in the West Midlands region affected by BMW's decisions on Longbridge. [116609]
Mr. Byers: I announced the creation of the Rover Task Force on the day after BMW's news that it is to sell the Longbridge plant.
The Task Force is making good progress and is to produce a report within the next four weeks which looks at the impact of BMW's
decision and also makes recommendations about initiatives that may be taken to support workers and to assist the regeneration of the
Longbridge area.
In making its recommendations, I have asked the Task Force to look at: Ways in which parts of Longbridge that will not be used by
the new owners can be redeveloped to safeguard employment Training, re-skilling and support for people who may lose their jobs Ways
to support and improve the competitiveness of the supplier chain Whether local transport services need to be improved to enable
people find new work.
Some of the early actions taken include setting up a Job Shop on site at Longbridge to provide advice to workers and fast-track
access to benefit, establishing a telephone hotline for suppliers and employees and the creation of a website that will provide
information and signposting for companies and individuals to a range of business creation and support organisations in the region.
Notwithstanding any recommendations that the Task Force may make in its report to promote enterprise, businesses in many areas of
the West Midlands are eligible to apply for Regional Selective Assistance or the Enterprise Grant Scheme. These schemes offer
financial support to businesses to boost new business formation, promote growth and help diversification.
