Luton station is the gateway to Luton town centre, and thanks to this Labour Government, it will soon be getting lifts to all its platforms. However, the roof still leaks. Will the Minister meet me and representatives of Luton council to see what can be done with regard to the state of the station?

I will talk to the Rail Minister and ask him to meet my hon. Friend. We cannot have a leaking roof in Luton station.

With Luton Town being promoted to the premier league last week, many fans will be travelling by train, including from London clubs such as Arsenal. However, as the Minister knows, Luton station is sadly not accessible for many people with mobility issues, and while he has confirmed Access for All money is forthcoming to put lifts in the station by next year, what recent conversations has he had with the Sport Minister, the right hon. Member for Pudsey (Stuart Andrew), regarding accessibility of the rail network for travelling sports fans?

I congratulate Luton Town. As the hon. Lady knows, my family are big supporters; they have been there through the bad times and they will be there in the good ones as well. I also thank her for showing me around Luton station. I am committed to ensuring that Access for All is delivered at that station on time; any attempts to push back will not get signed off by me. On her campaign on the leaky roof on platforms 1 and 2, which she showed me, the work will start in August and complete in early 2024—I thank her for that.

To ask the Secretary of State for Transport, what funding has been allocated to improve Luton railway station; and how that funding compares to investment in railway stations in the (a) East of England and (b) UK.

The Department does not hold information on spending on stations in the East of England. Luton station is due to benefit from a share of the £300million Access for All funding. Subject to a feasible design being identified, the station will receive a step free route from the station entrance, to and between all platforms. Luton station has been in the Access for All programme for a number of years, but Network Rail (NR) have been unable to secure Luton Borough Council (LBC) approval for any of their proposed designs.
Furthermore, as part of GTR’s May 2018 Passenger Benefit Fund, Luton was allocated £80,000. Following the passenger consultation last year, toilet refurbishments have been approved at this station. I look forward to meeting with my honourable Friend later this month to discuss this issue further.
I took the Leader of the Houses previous advice and wrote to the Secretary of State for Transport on 11 February, to request a meeting on the decrepit state of Lutons train station. I still have not received a response and the train station is in urgent need of vital...

The hon. Lady has proved, in an excellent way, that she needs no advice from me, but her point is noted and I will give the Department for Transport a gentle reminder on her behalf.

Luton is one of the 73 stations announced in April that will benefit from the £300 million Access for All funding available over the next 5 years. The Access for All programme delivers a step free, accessible route into the station and to and between each platform.
Network Rail are working with Luton Borough Council to try to ensure that the Council’s proposals for a wider redevelopment of the station are integrated and allow the Access for All phase of development to commence as soon as possible.

May I correct the Minister? It will not be extra seats but fewer seats for commuters travelling from Bedford. We are losing 2,000 seats when we lose the EMT train service and gaining 1,200. There will be fewer seats available, not more.

To ask the Secretary of State for Transport, what responsibilities for (a) upkeep, (b) condition and (c) repair at Luton railway station are discharged by (i) Network Rail, (ii) Govia Thameslink Railway and (iii) any other organisation.
To ask the Secretary of State for Transport, what responsibilities for (a) upkeep, (b) condition and (c) repair at Luton railway station are discharged by (i) Network Rail, (ii) Govia Thameslink Railway and (iii) any other organisation.
Govia Thameslink Railway (GTR), as the station operator, are responsible for the upkeep, repair and condition of the cosmetic appearance of the station, including the car park and footbridge under a lease agreement from Network Rail.
Network Rail, as station owner, are responsible for the structural upkeep and repair.
GTR advise the lift and stairs to the footbridge, at the front of the station, are the responsibility of Luton Borough Council and that the bus station and busway do not form part of the station footprint.
