Fylde Council’s business case found there was some potential to increase frequency. Economic benefits were assessed as part of the study, which also recommended further development of infrastructure options including electrification. It is now for the Local Transport Authority to decide if this project should go forward.

There are three United Utilities discharges into Liggard Brook and Main Drain (Ballam Road Pumping Station and Warton Pumping Station respectively) and Lytham Pumping Station at the confluence of the two.
The table below summarises (a) the number of spills from these locations. The figures during 2015 are high due to Storm Desmond. We do not currently hold data from 2016 which is held by United Utilities.

The Environment Agency has commissioned the framework contractor BMM to de-silt (dredge) the tidal sections of Liggard Brook and Main Drain in Lytham, as part of the wider East Lytham project. The framework contractors will also be surveying silt levels in the non-tidal section of Liggard Brook through Lytham so we can assess the need for further de-silting work. BMM are on site now and the majority of work is due for completion in autumn 2017. The East Lytham project also includes replacing the pumps and controls at Dock Bridge pumping station, and altering the culvert and storm pump outfall to help increase the river flow.

The Environment Agency, as part of their East Lytham Project, has commissioned the framework contractor BMM to replace the pumps and controls at Dock Bridge pumping station, and also to carry out wider improvements to the culvert and storm pump outfall at Dock Bridge, Lytham. BMM are on site and the works are starting now. The work is due for completion in autumn 2017.

The department is in the process of reviewing all of its estates requirements as the current contract for most of the estate comes to an end on 31 March 2018.
As building contracts come to an end landlords may explore what options are available to them, including making planning applications. In many cases this will be a sensible commercial decision even if the landlord intends on continuing to let their property to DWP.
In this case the landlord of Westmorland House has acted independently of DWP in applying for planning permission. No decision has been made on the future of this Jobcentre Plus.
Commercial negotiations are underway on the entirety of our estate at this time and it is not appropriate to comment further on individual sites while negotiations are in progress.

A £400,000 Environment Agency project to replace the penstock valves and other equipment at Dock Bridge pumping station was carried out in 2013. This project will help improve the transfer of water from Main Drain to the Ribble Estuary in the area east of Lytham, providing benefits to properties and agricultural land. In winter 2012, Birks Watercourse and Main Drain to the east of Lytham were de-silted by the Environment Agency at a cost of £110,000. Further de-silting along a stretch of Liggard Brook in Lytham, costing £25,000, will be taking place prior to April 2014. This will help improve channel capacity and divert water away from properties in the town of Lytham.
