Whilst vaccine delivery is devolved to Scotland, we collaborate closely with our Scottish counterparts to maximise vaccine coverage across the United Kingdom.
Work is continuing to consistently and comprehensively implement the UK Measles and Rubella Elimination Strategy, which is specifically designed for achieving and maintaining measles elimination status, in line with the World Health Organization’s guidance and recommendations.
The Department, the UK Health Security Agency (UKHSA), and NHS England work closely with the devolved administrations and other partners to consistently implement the strategy. As part of this, the UKHSA facilitates the Measles and Rubella Elimination Strategy implementation Board (MAREB) on behalf of these organisations.
MAREB facilitates information sharing with the devolved administrations, including Scotland. MAREB members collectively monitor progress towards achieving key measles surveillance indicators and MMR/MMRV programme indicators for the UK.
From 1 January 2026, we brought forward the second dose of MMRV vaccine from three years and four months to a new routine appointment for all children at 18 months of age, based on evidence that this earlier appointment could improve uptake and provide earlier protection against measles. The facilitation of this change included close communication with the devolved administrations to enable information sharing and planning alignment where possible.
The Department continues to support joint efforts to improve measles vaccination uptake and reduce the risk of outbreaks across the UK.

The UK Health Security Agency (UKHSA) ensures commissioners, providers, and relevant healthcare professionals have access to the necessary resources to communicate accurate information, including age groups, about the routine childhood immunisation programme. UKHSA writes the national clinical guideline ‘immunisation against infectious disease’, known as ‘The Green Book’, which includes up-to-date clinical guidance on eligibility for the measles, mumps and rubella (MMR) vaccine in the relevant chapters. From 1 January 2026, general practitioners will offer eligible children a combined vaccine for measles, mumps, rubella and varicella (MMRV) as part of the routine infant vaccination schedule.
The eligibility criteria for children will be set out in clinical guidance, which will be published in due course, covering which birth cohorts will get the MMRV vaccine and when, to ensure the most effective protection for children.

Official childhood vaccine coverage estimates, including for the measles, mumps, and rubella (MMR) vaccine, are published annually by the UK Health Security Agency (UKHSA) and NHS England, and also quarterly by UKHSA. Coverage of childhood vaccines are measured when children reach their first, second, and fifth birthdays.
Annually published coverage figures from the Cover of Vaccination Evaluated Rapidly surveillance scheme show that for 2023/24, at two years old, 649,287 out of 726,395 children, or 89.4%, have one dose of MMR coverage. At five years old, 721,672 out of 781,492 children, or 92.3%, have one dose of MMR coverage, and 660,680 out of 781,492 children, or 84.5%, have two doses.

Routine vaccinations, including the shingles vaccine, are not currently available at community pharmacies via the National Health Service. This is with the exception of the measles, mumps, and rubella (MMR) vaccine where, in response to the current measles outbreak, some areas have stood up community pharmacy sites on a time-limited basis, to deliver the MMR vaccine to specific cohorts.
The NHS vaccination strategy signals an intent to give local systems the responsibility and flexibility to design and deliver vaccination services to meet their population needs. This includes commissioning the optimal provider network, which may include community pharmacy and hospital hubs, and continuing to use the expertise of primary care, including general practices and practice nurses, to maximise uptake.

As part of the national measles, mumps, and rubella (MMR) improvement plan, NHS England has worked with regional commissioners to assess the potential for community pharmacy to deliver MMR vaccines, as part of a longer-term approach to improving uptake.
In specific response to the current measles outbreak, some areas have stood up community pharmacy sites on a time-limited basis to deliver the MMR vaccine to specific cohorts, based on local population need. For example, in the North West and the Midlands, National Health Service teams have used community pharmacies to step up their efforts to get more children protected with the MMR vaccine.
Using community pharmacy in this way will help to test the concept of community pharmacy playing a greater role in the delivery of vaccinations, and will support the integrated care boards’ work to develop a more coherent approach to vaccines, including where, when, and how to deliver them to maximise uptake, particularly in underserved populations.

It is vitally important that everyone takes up the vaccinations to which they are entitled. Vaccination rates across the country are too low, particularly in some local areas, and we need a concerted effort to reach the 95% coverage, with two doses of the measles, mumps, and rubella (MMR) vaccine, required to provide population protection.
The Department works with the UK Health Security Agency (UKHSA) and NHS England to improve immunisation through diverse delivery methods, making getting vaccinated easier for all, including those in traditionally under-served groups. The UKHSA launched a new multi-media marketing campaign across England on 4 March 2024, to remind parents and carers of the risk of their children missing out on protection against serious diseases that are re-emerging in the country.
There have also been increased outreach efforts to make sure that communities with historically lower uptake are informed of the benefits of vaccines and have access to inclusive resources. For example, in the North West and the Midlands, National Health Service teams are using initiatives like roving clinics, extra vaccination sessions in schools, and community pharmacies to step up their efforts to get more children protected with the MMR vaccine.
The Government supports NHS programmes focused on improving coverage, including regional and national campaigns for polio, and a new targeted national MMR catch-up campaign for children aged six to 11 years old this year, extended to all those aged 11 to 25 years old in London, the West Midlands and the North West. Human papillomavirus infection vaccination catch-ups for adolescents are also taking place.
The NHS Vaccination strategy outlines plans to maximise convenience, with more vaccination services at locations that the public can easily access such as libraries, leisure centres, social clubs or sports grounds, family hubs, support services, and places of worship, or at local cultural and community events, with flexible opening hours and booking options.

The UK Health Security Agency (UKHSA) works closely with NHS England, the Department, and wider health system partners which include Coventry, at national, regional and local levels, to improve uptake of routine childhood immunisations and catch-up children who missed out.
A range of information leaflets and promotional materials about the different vaccination programmes are available online, co-branded with the National Health Service. These include translations in a range of languages and braille, British Sign Language, large print and audio versions.
Communications on the benefits and associated risks of vaccination are managed through a multi-stakeholder approach involving NHS England, NHS England regional public health commissioning teams, local authority public health teams involving education, and UKHSA. NHS England regional teams are also working to improve access to the vaccine outside of schools through community clinics at convenient times and locations.
NHS England is changing how providers of school-aged vaccinations capture vaccination data to better allow providers to identify areas of low uptake and undertake targeted outreach to address inequalities. Coverage of childhood vaccines, including the measles, mumps and rubella (MMR) vaccine, are measured when children reach their first, second and fifth birthdays. Official childhood vaccine coverage estimates are published annually by UKHSA and NHS England.
Effectiveness will be monitored through the analysis of MMR activity using surveillance and operational databases. The National MMR catch-up programme will include an evaluation element. The school MMR approach includes evaluation using a standardised template and evaluation report from providers at the end of the programme.
