As a precautionary measure, HMPPS has moved a number of prisoners out of HMP Wandsworth following the escape of a prisoner from that establishment into prisons with an equal or higher security classification

The government has committed to recruit a net increase of 2500 prison officers by December 2018. In addition to the recruitment activity to fill these 2500 new posts, there is ongoing recruitment activity to fill current vacancies, and vacancies which arise due to retention rates of existing staff.
The number of staff employed in each high security prison is provided in the table below.

Decisions over whether prisoners are to be sent back to prison from secure hospitals are based on clinical assessments made by independent medical staff.
The Department for Health advise that information quantifying the costs to date of treating Peter Sutcliffe (now known as Peter Coonan) at Broadmoor Hospital between 1984 and 2016 is not available and would vary throughout the period of detention according to the care and interventions provided to meet his clinical needs and security requirements.
The annual cost in 2014/15 of keeping a prisoner in a High Security prison was £57,000. This information can be found in the attachment.

Mr Coulson was initially located in the prison that served the court his case was being heard in. Belmarsh is a multi-functional prison; one of its roles is to hold all prisoners remanded or convicted from a number of courts.
Prisoners are assigned a security category once they have been sentenced. A prisoner cannot be allocated to a prison of the appropriate category until their risks and sentence management targets have been assessed. Once this assessment was completed Mr Coulson was allocated to a Category D prison. He was transferred to the Category D establishment on 2 September 2014.

Category A escapes remain extremely rare occurrences. The table below provides details of the two Category A escapes that have occurred in the last 10 years; both have been recaptured.

Neither prisoner escaped from a prison establishment.(1) This prisoner escaped from prison contractor transport, through force of arms.(2) This prisoner escaped from the witness box during a court hearing and was recaptured in less than 1 hour.
As a result of improved risk assessment procedures the number of prisoners absconding from open prisons has reduced significantly over the last 10 years. There were 225 absconds in 2013-14 compared to 1,301 in 2003-04.
