Ms Armstrong: I have received three representations about this matter--the request for a dispensation under section 97 of the Local
Government Act 1972 from Councillor Keith May, a letter from the Head of Members' Services at Bedford Borough Council and a letter
from the right hon. and learned Member himself. I replied to the right hon. and learned Member on 22 December 1999.
