Ms Beverley Hughes: To ask the Secretary of State for Health if he will announce the Government's response to the Third report of
the Medical Workforce Standing Advisory Committee; and if he will make a statement. [52151]
Mr. Milburn: I am very pleased to tell the House that the Government accept the main recommendation of the Third Report of the
Medical Workforce Standing Advisory Committee (MWSAC), that the annual intake of medical students in the United Kingdom should be
increased by about 1,000.
The Government intend to phase the increase, so that approximately 5,450 students will be admitted by the year 2001 and
approximately 6,000 will be admitted by 2005. This will allow the expansion in facilities dedicated to medical education to take
place in a planned and orderly manner, and will allow the increase to be reviewed over time, in the light of other work on medical
productivity, the recruitment and retention of doctors, and more generally, the future role of doctors and other professionals.
In parallel with the phased increase, the Government will seek to engage the medical profession and others in discussions about the
future shape of the healthcare workforce, including such issues as productivity and skill substitution, and the implications for
education and training.
The full response to the MWSAC recommendations has been placed in the Library.

Mr. Milburn: The third report of the medical workforce standing advisory committee (MWSAC), published at the end of 1997,
recommended an increase of about 1,000 in the intake of medical students in the United Kingdom. When the report was published, we
said that we would announce our decisions on all of the MWSAC's recommendations in a few months time in the light of the
comprehensive spending review.
We are aware of proposals by the Universities of Warwick and Leicester to establish a new joint medical school. However, we will not
give detailed consideration to how any possible increase in medical student numbers might be implemented until after the decisions
on the MWSAC recommendations have been announced later in the year.

increased medical school intake has very significant implications, and will need careful examination.
The Government will announce their decisions on all MWSAC's recommendations in a few months' time in the light of the Comprehensive
Spending Review.

Dr. Harris: To ask the Secretary of State for Health how the Government plans to implement the medical work force standing advisory
committee recommendation on increasing medical student numbers. [6591]
Mr. Milburn: The Medical Workforce Standing Advisory Committee's second report (June 1995) recommended an increase in medical
student intake to 4,970 by the year 2000. This is currently being implemented by the Higher Education Funding Councils ahead of
schedule and within existing undergraduate medical schools. Figures are provided in the table.

Dr. Goodson-Wickes: To ask the Secretary of State for Health what assessment he has made of the correlation between the numbers of

Mr. Malone: The Government are advised by the Medical Workforce Standing Advisory Committee-- MWSAC--on the balance between future
supply and demand for doctors. In 1995 we accepted the MWSAC recommendation for an increase of the target medical school intake by
500 to 4970 by the year 2000; and funds are being provided for this through the higher education funding councils.
MWSAC is now working towards its third report and has taken evidence from a number of interested parties. It will make
recommendations based on the evidence and analysis.
