Up until 31 December 2013 Bus Service Operators Grant (BSOG) was paid directly to bus operators and was not split between commercially run or subsidised bus services. We are therefore unable to provide figures for this period. From 1 January 2014 local authorities have received funding equivalent to the level of BSOG which would otherwise have been paid to operators for running subsidised services in 2014. Details of the amounts paid to local authorities each year can be found on the “Payments to Local Authorities” tab of the relevant spreadsheets published at https://www.gov.uk/government/collections/bus-services-grants-and-funding#bsog-spend
There has been a long tradition, under Governments of both parties, of a railway where we lease trains from the private sector. There have equally been occasions, as in the procurement of railway carriages for the east coast main line and the great western main line, when the Government have stepped in and taken that decision. We will have to look at which packages are available for those individual schemes. In the case of Merseytravel, the hon. Lady will have to talk to the Labour-controlled Merseyside councils.

The conduct and operation of Merseytravel is, primarily, a matter for its Integrated Transport Authority members and the five sponsoring local authorities on Merseyside. I understand that there are investigations underway into some investment decisions taken by Merseytravel and that the District Auditor is fully involved. The results of these will be included in the Authority's Annual Governance Statement, which is due to be published in September.

That this House notes with alarm the time and money wasted by Merseytravel in failing to secure Government backing for its Mersey tram project; calls for a full public inquiry into Merseytravel's handling of the project, not least the escalating costs; and further calls for Merseytravel to give an absolute assurance that any extra revenue raised under the Mersey Tunnel Act 2004 will be used to pay-off capital debt relating to the Mersey Tunnels with a view to securing toll-free use of the tunnels rather than being used for other transport schemes.
