I am aware of the aspiration for increased services on the Mid-Cheshire Line, and we will continue to discuss how additional services might be provided, with stakeholders including Transport for Greater Manchester and local MPs. Any increase in services would require additional infrastructure, including to address capacity constraints between Manchester Piccadilly and Stockport.

The Department has provided £44.1billion to Network Rail over the next Control Period (2024-29) for the operations and maintenance renewals budget. They will use this funding to monitor asset conditions and renewal opportunities including Weaver Viaduct. It is for Network Rail rather than the Department to make an assessment. The Department is supporting local partners on options to enhance the route including line speeds; these proposals are not funded as they are in early development and are subject to normal business case approvals.

Specific technology decisions on individual railway lines, such as the Mid-Cheshire line, will need to factor in a range of economic and operational considerations.

It is a matter for operators to deploy rolling stock appropriate for the services that they operate to meet the needs of passengers. The Department has not made any assessment in respect of changing the rolling stock on the Mid-Cheshire line.

Having provided detailed feedback on a draft of the document in April, officials received an updated version of the Mid-Cheshire and Middlewich Station Strategic Outline Business Case from the Cheshire and Warrington LEP in October 2020, along with a request for feedback on their consultant’s suggestions for further work on it. The goal is to strengthen the case for the scheme’s potential inclusion within the Department’s Rail Network Enhancement Pipeline (RNEP).
Due to funding constraints, the LEP wish to progress this work in the next financial year, supported by co-funding from the Department. My officials plan to discuss with the LEP how this can best be considered and progressed. The third round of the Restoring Your Railway Ideas Fund is also currently accepting applications.

Since then, we have been liaising with Transport for the North. She will be aware that one of its key strategic corridors is the Wales and the west stretch in the north-west. The Government intends next year to set out its priorities for investment in train services and infrastructure in the next Control Period from 2019. This will be informed by advice from the rail industry, Transport for the North and other stakeholders.
The Government is committed to ensuring that every part of Britain benefits from our investment in the railways. Improvements in rail services can be delivered by new trains, electrification or other infrastructure improvements. The Government keeps under close review what options will ensure the maximum value to taxpayers, passengers and freight users.
