There is an established system in place for the declaration and management of Non-Executive Director’s interests. Non-Executive Director candidates are required to declare all relevant interests prior to appointment. Actions to mitigate conflicts are then put in place for all relevant interests.
All financial interests and all remunerated outside employment, work, memberships, and appointments should be declared. Disclosure requirements and clear conflict of interest policies are detailed in Cabinet Office guidance to support the Department in managing any conflicts of interest. These include recusal from relevant matters, limitations on any gifts, transparent lobbying practices, and robust mechanisms for ethics enforcement within the Government.

We are already working to better integrate national and local labour market provision in England through local Get Britain Working partnerships and through our Youth Guarantee Trailblazer partnerships with eight Strategic Authorities. These recognise the importance of different partners working together to drive better integration of services regardless of who delivers them.
The interim report is an important step in our work to tackle youth inactivity, and we will consider Alan Milburn’s full recommendations in the autumn as we shape the next phase of reform.

Friend, the Secretary of State for Health and Social Care, said in Parliament on 9 September 2024, “The right honourable Alan Milburn is a former Member of this House, a member of the Privy Council and a former Health Secretary. There is a clear distinction between inviting people with a wide range of experience and perspectives into the Department to have policy debates and to generate ideas, and having meetings that are about transacting Government business. I can assure the House that nothing commercially sensitive has been shared with Alan Milburn.”
He also said that “transparency matters. That is why meetings in the Department, and their attendees, will be published in the right and proper way on a quarterly basis.” As part of this quarterly return, and in line with guidance, we will be listing the purpose of the meetings.

The usual process of declarations of interest and agreement of appropriate mitigations for non-executive board member (NEBM) appointments was carried out, overseen by the Permanent Secretary. He is content that the process has been carried out, that appropriate declarations have been made, and that appropriate mitigations for any conflicts arising have been put in place. NEBMs are contracted to work for two to three days a month and therefore it is not unusual for them to hold multiple other positions and interests. Their declarations of interest are published each year in the Register of Interests in the Department’s Annual Report and Accounts, and will also be published on GOV.UK website as per the new guidance on NEBM declarations of interest, that will be published soon. These declarations will be published at the earliest opportunity.
