To ask the Secretary of State for Energy Security and Net Zero, whether he has made an assessment of the potential impact of the memorandum of understanding with China signed on 17 March 2025 on Ming Yang's wind turbine manufacturing facility in Scotland.
To ask the Secretary of State for Energy Security and Net Zero, whether he has made an assessment of the potential impact of the memorandum of understanding with China signed on 17 March 2025 on Ming Yang's wind turbine manufacturing facility in Scotland.
The MoU provides a strong platform for deepening cooperation across the full breadth of our shared energy priorities – from power market reform and system flexibility to carbon capture, utilisation and storage –and creates space for structured exchanges on the UK’s experience transitioning away from coal, enabling both sides to share lessons and support an accelerated, orderly and affordable clean‑energy transition.
There is no presumption that Memoranda of Understanding be made publicly available, a decision that varies from agreement to agreement; indeed, the previous government did not publish the first clean‑energy agreement signed with China in 2015.

We cannot comment on individual investment cases, but maintaining a secure energy supply is a key priority for the UK Government. Investment into the energy sector is subject to the highest levels of national security scrutiny, and we will continue to work closely with industry to build secure supply chains and ensure the UK remains one of the most attractive investment destinations in the world.

The suppliers that offshore wind projects use are a commercial decision for the company involved. As an open economy, we welcome foreign trade and investment, including from China, where it supports growth and jobs in the UK, meets our stringent legal and regulatory requirements, and does not compromise our national security.

To ask the Secretary of State for Defence, what security assessment his Department has conducted on the potential risks associated with Mingyang Smart Energy supplying turbines for the Green Volt North Sea wind farm.
Defence works in close collaboration with other Departments as part of the Government’s process to assess and mitigate national security risks to UK interests at home and abroad.
It would be inappropriate to comment on individual cases, but any investment in the energy sector or other parts of our Critical National Infrastructure is subject to the highest levels of scrutiny.
The Government continues to welcome investment, but we will not hesitate to protect national security wherever we identify specific areas of concern.
To ask His Majesty's Government what assessment they have made of the risks to UK national security and to resilience of the role and involvement of Mingyang Smart Energy Green Vault North Sea Wind Farm Project.

The Government is committed to attracting investment into the UK to support our growth and clean energy missions. The UK is one of the most attractive global investment destinations for renewable energy and significant deployment acceleration to 2030 will be required.
While we cannot comment on individual cases, the Government takes the security and resilience of UK energy infrastructure extremely seriously. Delivering our Clean Power 2030 target will boost energy security, whilst creating good jobs and protecting consumers. We will protect national security wherever we identify concerns.
