To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether he has had discussions with his (a) counterpart in Venezuela and (b) the Venezuelan Ambassador in London on Jesús Armas.
Protecting human rights in Venezuela is a priority for the UK and we have repeatedly called for the immediate and unconditional release of those arbitrarily detained, including at the Human Rights Council (HRC) on 18 March. On 26 May the Minister of State for International Development, Latin America and Caribbean expressed the UK's deep concern about continuing repression and arbitrary detentions in Venezuela. The UK was also party to the G7 Foreign Ministers' statements of 24 September and 26 November 2024 calling for all unjustly detained political prisoners to be released. The UK will continue to work with international partners to achieve a peaceful solution in Venezuela and for the immediate and unconditional release of those arbitrarily detained.

The UK strongly condemns the ongoing repression against civil society and members of the opposition in Venezuela. We remain gravely concerned about reports of human rights abuses and violations, including arbitrary arrests and detentions. Over 900 Venezuelans remain arbitrarily detained, including Jesús Armas whose whereabouts remain unknown.

Although the UK has not provided direct funding to help locate the missing Yazidi people, we have supported Iraq to develop capacity for Daesh accountability.
The UK strongly condemns atrocities committed against the Yazidis in Iraq by Daesh. We remain committed to the safety and security of the Yazidi community in north-east Syria and the Kurdistan Region of Iraq, including those who have been displaced, are currently located in internally displaced peoples camps like al-Hol, and who face challenges returning to Yazidi communities.

The government takes the issue of missing children extremely seriously. The existing statutory guidance, ‘Children who run away or go missing from home of care’, outlines what local authorities and their partners must do to prevent and protect missing children.
For example, it mandates that local authorities must offer an independent return home interview to all children who go missing from home or care.
The department is updating its guidance on Child Sexual Exploitation, including how this affects children who go missing. We are investing over £500 million in the national rollout of the families first partnership programme which will implement family help and multi-agency child protection to ensure children have the right support at the right time, including those who go missing.

The Health and Safety Executive Energy Division, having completed their investigation, on 20 November 2024 submitted a report to the Crown Office and Procurator Fiscal Service. Once the Procurator Fiscal has reviewed the report and due process has been followed, the factual findings around the incident will be available.

Over 1900 Venezuelans remain arbitrarily detained, including Jesus Armas whose whereabouts remain unknown. The UK has repeatedly called for human rights to be protected and for the immediate and unconditional release of those arbitrarily detained, most recently through a UK statement at the Human Rights Council on 13 December. The UK was also party to the G7 Foreign Ministers' statements of 24 September and 26 November, calling on Venezuelan representatives to publish the election results in full and calling for all unjustly detained political prisoners to be released.

The UK continues to draw international attention to Syria at the UN Security Council, condemning human rights violations, the deepening humanitarian crisis, and the use of violence and torture against peaceful protestors and detainees. The UK welcomes the 29 June 2023 UN General Assembly resolution, which established the Independent Institution on Missing Persons (IIMP). The IIMP will seek to clarify the fate and location of missing persons and support survivors. Since 2012, the UK has contributed over £14 million to support Syrian and international efforts to gather evidence of human rights abuses and violations and hold those responsible to account.

Owing to the Syrian conflict, at least 100,000 persons are missing; most at the hands of the Syrian regime. The UK is a member of the core group of UN Member States which advanced the resolution adopted by the UN General Assembly. We continue to encourage all States to co-operate with the new Institution to maximise its effectiveness.
We are engaging the UN as they bring forward more details on the establishment of the Institution. Based on this, we will consider what additional assistance we can provide. The UK will contribute to the financial budget via our standing UN contributions.

On 26 January 2023, the Liberian Registry notified the Marine Accident Investigation Branch (MAIB) that at about 1900 hours on 22 January a UK national had been discovered as missing from the Liberian flagged Mobile Offshore Drilling Unit Valaris 121, which was under tow to Dundee and was some 98 miles east of Aberdeen at the time. The Liberian Registry has commenced an investigation in accordance with the International Maritime Organisation’s Casualty Investigation Code. The MAIB has registered the UK as a Substantially Interested State in the Liberian investigation and has offered support.
